EMERGENCY MANAGEMENT SPECIALIST
Grade 23/24/25

EDUCATION/EXPERIENCE AND RESPONSIBILITIES SEPARATED BY LEVEL BELOW:

EMS I – Grade 23

EDUCATION

Bachelor’s degree in a technical discipline or equivalent combination of education and relevant work
experience.

EXPERIENCE

Minimum of 5 years of experience in emergency management, exercise planning and conduct,
or related emergency response work.

LEVEL SPECIFIC RESPONSIBILITIES

Under direct supervision:
• Prepare and maintain Building/Facility Emergency Plans and emergency management procedures
• Interact with a cross section of personnel/management to develop emergency plans and implementing documents required by the Emergency Management Program
• Assist in the development, implementation, and maintenance of a compliant technical basis for the Emergency Management Program that includes development of hazards surveys, hazardous assessments, emergency action levels, and emergency planning zones.
• Support emergency management training activities and serve as subject matter expert in assigned areas of responsibility.
• Assist with conducting periodic evaluations of areas of the Emergency Management Program, as assigned, and document results
• Maintain training and qualification to serve as a member of the Emergency Response Organization and participate during emergency events and exercises.

EMS II – Grade 24

EDUCATION

Bachelor’s degree in a technical discipline or an equivalent combination of education and relevant work
experience is required.

EXPERIENCE

8 years’ experience in emergency management, exercise planning and conduct or related emergency response work. Demonstrated experience in technical writing and the ability to make oral presentations

LEVEL SPECIFIC RESPONSIBILITIES

Under general supervision:
• Prepare and maintain Building/Facility Emergency Plans and emergency management procedures
• Interact with a cross section of personnel/management to develop emergency plans and implementing documents required by the Emergency Management Program
• Assist in the development, implementation, and maintenance of a compliant technical basis for the Emergency Management Program that includes development of hazards surveys, hazardous assessments, emergency action levels, and emergency planning zones.
• Assist with developing emergency management plans and implementing procedures required to maintain compliance with Standards/Requirements Identification Documents, including DOE Orders, federal laws and the TN Oversight Agreement.
• Support emergency management training activities and serve as subject matter expert in assigned areas of responsibility.
• Conduct periodic evaluations of areas of the Emergency Management Program, as assigned, and document results
• Maintain training and qualification to serve as a member of the Emergency Response Organization and participate during emergency events and exercises.

SENIOR EMS I – Grade 25

EDUCATION

Bachelor’s degree in a technical discipline or an equivalent combination of education and relevant work
experience is required. Master’s degree is preferred.

EXPERIENCE

10 years’ experience in emergency management, exercise planning and conduct or related emergency response work. Demonstrated experience in technical writing and the ability to make oral presentations

LEVEL SPECIFIC RESPONSIBILITIES

Under limited supervision:
• Responsible for developing emergency management plans and implementing procedures required to maintain compliance with Standards/Requirements Identification Documents, including DOE Orders, federal laws and the TN Oversight Agreement.
• Interact with all levels of management, related disciplines in other organizations, emergency management professionals, TEMA, local city/county emergency responders related to emergency management questions and issues.
• Ability to apply an intensive and diversified knowledge and understanding of the principles and practices of emergency management and associated fields to devise new approaches to issues identified.
• Support emergency management training activities and serve as subject matter expert in assigned areas of responsibility.
• Conduct periodic evaluations of areas of the ETTP Emergency Management Program, as assigned, and document results
• Maintain training and qualification to serve as a member of the Emergency Response Organization and participate during emergency events and exercises.
