NBIS Bridge and Structure Verification Inspector (Kansas, Nebraska, Wyoming & Montana)

Responsibilities
The objective of this contract is to acquire contractor services to perform bridge inspections and structure verifications, document public access to each bridge, provide finalized bridge inspection reports for each bridge identified for inspection, and provide a finalized structure verification report for each bridge identified for verification. Bridge locations are spread across Kansas, Nebraska, Wyoming, and Montana. The following tasks shall be performed:

Provide an initial master schedule for all contract work.
Attend kick-off meeting (via Microsoft Teams).
Attend bi-weekly coordination meetings (via Microsoft Teams).
Provide a 2-month schedule outlook every 2 weeks (electronic).
Travel to and from the structure locations.
Perform Bridge Inspections on all bridges identified for inspection (approximately 150 bridges).
Perform Structure Verifications on all structures identified for verification (approximately 410 structures).
Perform Structure Verification on any additional structures discovered along each canal. It is anticipated that the Contractor will not discover more than 20 additional structures per performance year.
Document public access to each bridge and structure.
Provide trip report for each bridge or structure (to be discussed at bi-weekly coordination meetings).
Develop bridge inspection report for each bridge identified for inspection.
Develop structure verification report for each structure identified for verification.
Perform internal quality control on each report.
Provide a draft 100% Bridge Inspection Report to Client for each bridge requiring inspection.
Provide a draft 100% Structure Verification Report to Client for each structure requiring verification.
Incorporate Client’s comments into each report.
Provide final 100% Bridge Inspection Report for each bridge requiring inspection.
Provide final 100% Structure Verification Report for each structure requiring verification.
Provide “Final Bridge List” back to Client with missing fields completed utilizing Client’s format.
Provide “Final Structure List” back to Client including any additional structures that were found.

Qualification
The contractor employee leading each inspection shall be a Team Leader as defined in 23 CFR 650, subpart C (the on-site, nationally certified bridge inspector in charge of an inspection team and responsible for planning, preparing, performing, and reporting on bridge field inspections).

A team leader must, at a minimum, meet one of the qualifications listed below:

Be a registered Professional Engineer and have 6 months of bridge inspection experience;
Have 5 years of bridge inspection experience;

Have all of the following:
A bachelor's degree in engineering or engineering technology from a college or university accredited by or determined as substantially equivalent by the Accreditation Board for Engineering and Technology; and
Successfully passed the National Council of Examiners for Engineering and Surveying Fundamentals of Engineering examination; and
Two (2) years of bridge inspection experience; or

Have all of the following:
An associate's degree in engineering or engineering technology from a college or university accredited by or determined as substantially equivalent by the Accreditation Board for Engineering and Technology; and
Four (4) years of bridge inspection experience

Period of Performance
1 year, with possibility of 3 additional option years
