[Human Resources Manager] Benefits and Well Being Manager

The Human Resources group at Fermilab is seeking a Benefits & Wellbeing Manager. The selected individual will provide strategic direction for the planning, analysis and administration of all Lab benefit and wellbeing plans and programs. In addition, they will oversee the Laboratory's Employee Benefits and Wellbeing Programs consistent with Laboratory policies, DOE orders, State and Federal laws, and ensures compliance, including reporting requirements. They will manage the Benefits and Wellbeing Department employees.
You Will:
• Perform benefits strategic planning, reviews and recommend plans and plan designs, perform budgeting, forecasting, and other financial analysis. Using historical data, benchmark metrics, develop and implement cost containment strategies while maintaining high value benefit plans.
• Manage and oversee the Laboratory’s onsite day care center.
• Participate as member of Human Resources management team.
• Develop and implement a portfolio wellbeing programs that meet employees needs in various life stages as well as provide cost containment.
• Manage department employees, including all HR actions such as hiring, training, promotions, performance and merit reviews, discipline, and terminations. Acts as mentor for staff to ensure current functional knowledge.
• Acts as Subject Matter Expert (SME) for Benefits functionality of Workday HCM system, including configuration, business process design, troubleshooting, end user training, and communication of system capabilities and changes in functionality. Responsible for lead security roles of Benefits Partner and Benefits Administrator in system.
• Maintain advanced working knowledge of benefit plan legislation, industry standards, compliance requirements and best practices, incorporating standards into processes and procedures.
• Understand DOE contract provisions and ensures compliance in benefits and daycare area.
• Manage the compliances requirements including federal compliance (PRB, 5500 filing, ACA-1095), internal audit (OMB-123, SOC-1) and external audits (retirement savings plan, IRS).
• Ensure laboratory policies and documents relating to benefits plans are updated, compliant and communicated, maintains good working knowledge of all laboratory and Human Resources policies, modifies processes to ensure compliance.
• Ensure all benefit plan documents, summary plan descriptions, booklets, certificates, employee and candidate benefits communication pieces, and websites for responsible areas (benefits, retirees, wellness and daycare) are accurate and up-to-date. Designs and conducts informational presentations.
• Lead procurement activities for, manages laboratory relationships with and serves as primary point of contact for benefits service providers, consultants, insurance companies and other vendors.
• Oversee wellbeing, recreation function and Children's Center with a focus safety, facilities and program oversight, cost management and customer service. Prepare financial report for the Board of Directors.
• Develop and manage the budget for the assigned area. Develop and manage the budget for all related Benefits and Wellbeing activities/expenses.
• Perform other duties as assigned by supervisor.
• Abides by and is responsible for performing all duties in accordance with all environmental, health and safety regulations and practices pertinent to this position.

We Are Looking For:
Minimum Required Education and Experience: Bachelor’s, preferably in Human Resources, Business Administration, or Liberal Arts with at least one of the following designations: PHR, SPHR, or CEBS. 7+ years of experience in an employee benefit setting. At least 2 years’ supervisor experience.
Applicable Knowledge, Skills and Abilities Required:
• Exceptional project management skills.
• Proven track record of managing large HR projects, external vendors, HR systems, and organizational communication.
• Expertise in employment and benefits law.
• Effective time management coupled with emotional intelligence.
• Proficient to expert in Microsoft Office (particularly Excel, Word and PowerPoint).
