Edgewater is seeking qualified candidates for a Project Controls 3 opportunity for our customer in Los Alamos, New Mexico for the LANL Facility.
Per diem/Relocation: Available for those who qualify
Work Location: Onsite, remote work up to manager’s discretion, travel to site required.
Clearance: Able to obtain and maintain “Q” Clearance

This Project Controls 3 (PCE3) position is a Project Controls Division position that implements LANL project controls system, processes, procedures and tools on a project or program. The PCE3 will receive training and orientation relative to the LANL program and Project Control requirements. The PCE3 will provide project controls support and performs 1) planning and scheduling activities including schedule development, maintenance, and monitoring activities, as directed; 2) cost engineering including cost estimating, analysis, and cost control activities, as directed; and 3) earned value management. A PCE3 will support and can lead oversight of change control, maintaining metrics and indicators, reporting variance, and prepare and review the preparation and presentation of cost engineering and planning activities. The PCE3 will supports project or program organizational and administrative activities and ensures work is completed as scheduled and as budgeted. Identifies cost trends for management attention.
The PCE3 will need to have excellent communication skills including interpersonal, verbal and written, demonstrating the ability to interact effectively with all levels of personnel. Distinguished record of accomplishment in following technical direction and goals, developing programs, implementing effective business practices and systems, analyzing budgets and finances, and interacting with customers and stakeholders. Demonstrated Leadership experience in effective decision-making and creative problem solving. Demonstrated experience and ability to build and grow effective internal and external organizational relationships. Demonstrated success and ability to work independently, organize, prioritize, and follow through to completion on multiple tasks under strict deadlines and changing priorities. Demonstrated experience working on multiple projects with frequent interruptions, varying priorities and deadlines while maintaining excellent quality in daily work. Experience mentoring or leading a team; providing personnel management support that includes training of technical and non-technical personnel and providing technical and operational direction to assigned personnel.
This position requires strong in-depth knowledge of project controls, high degree of technical skilled experience, and proven ability to develop and implement policies that support project controls objectives. Demonstrated advanced experience in the Project Controls function and sub functions of cost and schedule. Demonstrated advanced experience in performing, monitoring, and reviewing planning and scheduling functions, including schedule development, schedule control, and schedule analysis. Demonstrated advanced experience in cost engineering functions, including cost estimating, cost control, financial reporting systems, and cost and variance analysis. Demonstrated experience in preparing project controls reports, plans, and detailed staffing utilization plans. Demonstrated experience with successful implementation and maintenance of an Earned Value Management System (EVMS). Demonstrated Knowledge and Experience working in large organizations, programs, or projects with significant fiscal and programmatic responsibilities. Knowledge of engineering and/or construction management customarily acquired over time through specialized instruction or practical experience. Demonstrated Knowledge and experience of financial reporting systems and specific project code of accounts. Demonstrated knowledge and advanced experience using scheduling software tools such as Primavera P6. Working Knowledge and experience in using cost processors such as Cobra. Demonstrated advanced knowledge and experience using personal computer operating systems and general computer applications and software, including several basic software applications such as Microsoft Word, Excel, and PowerPoint.
The Project Controls Division provides subject matter expertise, which supports standard Project Management operations along with application of the certified Earned Value Management System (EVMS) where appropriate to ensure that control systems are maintained in compliance with that certification. Focus is on delivering quality projects and programs, safely and in compliance within scope, schedule, and budget for the lab.
Performs cost estimating, analysis, and control activities.
Performs schedule development, maintenance, and monitoring activities.
Supports project organizational and administrative activities, when delegated.
Supervises and provides technical direction for cost engineering and/or planning/scheduling activities, when delegated.
Ensures work is completed as scheduled.
Identifies trends for management attention.
Frequently contributes to the development of new theories and methods.
Considered expert in field within the organization.
Develops resolutions to complex problems that require the frequent use of creativity and where analysis of situations or data requires an in-depth evaluation of variable factors.
Work is accomplished without considerable direction.
May coordinate activities of other personnel.
Exerts significant latitude in determining objectives of assignment, and determines the methods and procedures needed for new assignments.
Position requires experience in performing, monitoring, and reviewing planning and scheduling functions, including schedule development, control, and analysis, and cost engineering functions, including cost estimating, cost control, and cost analysis, in the field and home office.
Knowledge of supervision, personnel administration, and training of technical and non-technical personnel. Skilled in oral and written communication.
Proficiency in using personal computer operating systems and several basic software applications.
Proficiency in using multiple discipline-specific software applications currently used.
Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience.
For positions also serving as a Control Account Manager (CAM), advanced knowledge of and experience with project controls and/or project management, project budgets including cost estimating, cost control and cost analysis, project scheduling, implementation of corrective actions, developing and delivering detailed and accurate status reports and advanced knowledge of and experience with engineering functions and principles required to understand and successfully implement and monitor technical projects.
Education and Experience
Position requires a bachelor’s degree and 6 years of related experience; or an equivalent combination of education and experience directly related to the occupation. At this level, postgraduate course work may be desirable.
Has wide-ranging experience, uses professional concepts and Laboratory objectives to resolve complex issues in creative and effective ways.
Advanced knowledge of Earned Value Management System (EVMS) tools and processes.
