Spectra Tech is seeking a Project Manager 4 in Los Alamos, NM.

Areas of responsibility may include one or more of the following:

Monitoring and Compliance of Groundwater
Monitoring and Compliance of Surface/Storm Water
Groundwater Remediation
Well Drilling
Well Maintenance
Will be responsible for supporting the Water Program in oversight of subcontractors’ execution of multi-million dollar subcontracts, perform Control Account Management functions, supervise support personnel, and provide input to the ER Program Support Manager in support of change control requirements.

This position reports to the Water Program Director.

This position requires creativity and flexibility to meet new challenges and the expertise to apply appropriate solutions efficiently.

Essential Duties/Responsibilities (may include, but are not limited to):

Advises management of the status of work in progress, disruptions that affect schedules and costs, and evaluating estimates of services to ensure they are at an optimal cost.
Perform Control Account Management functions, including development and tracking of project scope, schedule, cost, risk management, variance analysis, and required changes.
Work through integrated project teams including the regulatory support organization to identify and implement the appropriate path to achieve regulatory closure of each site. Support environmental project reviews.
Provide technical leadership and expertise specifically in the subject matters related to Water Program regulatory compliance, sampling and remediation.
Develop and propose DOE and regulatory deliverables for assigned projects.
Develop scopes of work and schedules for self-performed and subcontracted work.
Prepare for, and lead, project meetings. Coordinate and support project meetings with DOE EM-LA, TRIAD, New Mexico Environment Department and stakeholders.
Support development and review of project documents. Coordinate and conduct project Preparedness Reviews for both subcontracted and self-performed activities.
Manage quality methodologies and utilize quality tools to help drive continuous improvement.
Supports evaluation of need for prime contract or subcontract changes, in coordination with the subcontract administrator, ER Project Controls, and technical lead(s) and reviews subcontractor documentation in support of the change control process.
Provides input to subcontractor performance evaluations and assessments.
Working with Subcontract Technical Representative and subject matter experts as requirements change to ensure subcontract documentation is updated as required concerning environment, health and safety, quality and security requirements.
Supports oversight of performance within the terms of the subcontract, including periodic field oversight.
Perform other duties as assigned.
Minimum Qualifications (Knowledge, Skills, Abilities):

Expert knowledge and ability to develop and apply highly advanced principles, concepts and techniques in project management involving environmental services, hazardous waste management services, remediation services, and/or ecological services.
Experience managing project scope, schedule, costs, and risks; including knowledge and experience in Earned Value Management Systems.
Skill and ability to perform critical strategic tasks and to interpret broad strategic requirements and develop and execute plans to satisfy them.
Ability to have major impact on organizational success and productivity, with extensive latitude for independent judgment.
Ability to communicate effectively at the highest levels.
Can be viewed as an expert within a specialty and as highly competent within the broad discipline, both internally and externally.
Level of language skills, mathematical skills, communication skills, reasoning ability and computer skills necessary to perform essential functions of the job.
Education and Experience Required:

10 years of experience and a Bachelors’ degree in a technical discipline (Environmental or Civil Engineering, environmental Geology, Geochemistry/Hydrology, etc.), or equivalent; advanced degree preferred however, a combination of education and relevant experience wherein the knowledge, skills and abilities to perform the position’s duties and responsibilities have been adequately demonstrated is acceptable.

Education Equivalency: 2 years of relevant experience for 1 year of college.

Desired Experience:

A minimum of 10 years’ relative experience, with the above listed degree, in the areas of:

Program and Project management skills
Earned Value Management
Management and programmatic performance assessments
Additional Experience for Monitoring and Compliance of Groundwater and Surface/Storm Water Oversight:
Groundwater monitoring using conventional and telemetric resources.
Surface and storm water monitoring programs in support of regulatory driven requirements.
Data analysis based on current system installations and sample results to predict future monitoring needs.
Immediate experience within the Los Alamos watershed is strongly preferred.
Additional Experience for Drilling and Well Maintenance Oversight:
Working knowledge of the complex geohydrology that varies across the LANL site
Documented experience with drilling under challenging conditions
Documented experience with drilling subcontractors
