[Design Engineer] 3D Laser Scanning Manager - Aiken, SC (647823)

The 3D Laser Scanning Manager’s primary function is to provide and maintain consistent and reliable project horizontal and vertical control, capture existing conditions, and field layout of commodity locations developed from the translation of project plans and documents in support of field production operations with the highest regard to safety and accuracy. The 3 D Laser Scanning Manager interprets design drawings and specifications to determine associated commodities and equipment locations and provides technical direction to other survey team members in their crew. In this role, an employee will be expected to develop and demonstrate proficiency regarding the essential functions of the job found below.
Duties include but are not limited to:
• Support and lead 3D laser scanning teams on the project.
• Develop a workflow for the use of point clouds in the engineering and design for the project.
• Expand the use of survey data in reporting, scheduling and field work packages of all craft in the field
• Manage survey team’s implementation of the project safety, quality, and environmental programs
• Participate in pre-survey planning meetings with project team.
• Provide hour estimates needed to complete projects
• Provides technical assistance to the Civil Superintendent and Area Superintendent and keeps them informed on matters relating to civil, structural, and architectural work.
• Administrate the Survey Work Request program.
• Train and assist MetrologySurvey personnel on the use of various software and hardware used by the surveying team.
• Gather field survey data through use of Robotic Total Stations, Global Positioning Systems (GPS), and GPR systems.
• Review and approve survey data collected and ensure survey documentation is completed accurately and submitted in a timely manner.
• Supervise the download and back-up of field data.
• Provide project completion data and documentation including "As-Built" records.
Experience / Skills:
• AutoCAD Civil 3D and or Microstation experience.
• Basic training and/or experience in use of GPR technology
• Basic training and/or experience in use of Robotic Total Stations
• Basic training / experience in use of Leica GPS/GNSS survey technology (or similar)
• Basic training and/or experience in use of Spatial Analyzer software in the field.
• Must possess a valid United States driver’s license.
• Knowledge of basic surveymetrology principals.
• Must be physically capable to participate in project walkdowns, which may require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, walking on elevated platforms, walking on uneven surfaces, climbing in or maneuvering around very small and/or confined spaces, and lifting up to 40lbs without assistance.
• Effective problem-solving skills.
Period of Performance Schedule:
• Work schedule will be a nominal 40-hour work week but can be part-time or with interruption between on-site requirements dependent on the support requirements necessary for the project. It is estimated that each standard year will consist of two-thousand and eighty hours.
• The period of performance shall be for a period of one year from award of this agreement. The right to exercise two, one-year options is reserved by SRNS.
Education and Experience Requirements:
Bachelor’s degree, minimum of 15 years of experience supporting commercial or federal science, nuclear engineering or other task relevant programs or projects, and typically 10 years in a management position.
Qualification Criteria:
• Related experience includes positions held as a civil field engineer on heavy industrial or large civil projects; preference given to candidates with Major EPC Project experience.
• Additional Preferred Qualifications: A working knowledge of national consensus codes and standards related to the respective employee’s discipline. This would include ACI, ASTM, NFPA, IPC. Experience in AutoCAD (or equivalent), development of Work Packages, and proficient in Excel.
• An active DOE clearance is not initially required to perform assigned duties. Subcontract personnel must have the ability to obtain and maintain a DOE "Q" security clearance. After award, the selected uncleared candidate may be required to apply for a DOE clearance.
• Must be a US Citizen.
