Position Summary:
Responsible for overseeing and managing various aspects of utility services, water systems, wastewater systems, dry air plants, nitrogen systems, power supplier purchasing, distribution and transmission, street lighting operations and maintenance, natural gas distribution, rail systems, site-wide radio systems, paid utility services, steam and hot water systems, chilled water systems, and electrical services. The responsibilities include operation, maintenance, repair, compliance, coordination, improvement projects, and ensuring reliable supply, functionality, and regulatory compliance. The Project Manager also provides technical and administrative support, manages permitting processes, tracks costs, maintains drawings, and ensures regulatory compliance.


Responsibilities:
• Oversee and manage the overall water system and services project, including planning, scheduling, resource allocation, budgeting, and risk management. Monitor project progress, resolve issues, and ensure timely completion of deliverables.
• Responsible for overseeing and managing various systems and services at the designated site, including water supply, wastewater and storm sewer systems, dry air plant, nitrogen system, power supplier purchasing, distribution and transmission operations, natural gas distribution, rail system, site-wide radio system, paid utility services, water system, wastewater system, natural gas services, rail system, site-wide radio system, steam and hot water system, chilled water system, and electrical services.
• Provide proper planning, scheduling (timelines), resource allocation, budgeting, and risk management.
• Monitor project progress, resolve issues, and ensure timely completion of deliverables.
• Ensuring proper operation, maintenance, repair, and compliance with regulations.
• Coordination with contractors and stakeholders.
• Managing improvement projects for efficient service delivery.

Qualifications, Knowledge, Skills, and Abilities:
• Bachelor's (or equivalent) with 6 to 8 years of experience, or a master’s and 4 to 6 years of experience.
• Career level experience (Department of Energy a plus) with a complete understanding and wide application of technical principles, theories, and concepts.
• Proven experience as a project manager, preferably in utility services, water systems, wastewater treatment, steam and hot water systems, natural gas services, rail system management, radio system management, or electrical services.
• Strong knowledge of the respective field and its maintenance requirements (utility systems, water systems, wastewater treatment, steam and hot water systems, natural gas services, rail systems, radio systems, electrical services).
• Familiarity with Collective Bargaining Agreement policies and regulations.
• Familiarity with contractual agreements, regulatory compliance, permitting processes, and safety standards specific to the respective field.
• Commitment to Safety in all aspects of management and work.
• Excellent organizational and leadership skills.
• Effective communication and interpersonal abilities to collaborate with contractors, stakeholders, and regulatory agencies.
• Proficiency in project management software and tools.
• Strong problem-solving and decision-making capabilities.
• Ability to work collaboratively with contractors, stakeholders, and regulatory agencies.
• Knowledge of safety regulations and industry standards relevant to the specific field (water systems, wastewater treatment, steam and hot water systems, natural gas services, rail systems, radio systems, electrical services).
• Familiarity with the following:
o Power purchase requirements and cost tracking processes (electrical services)
o Water quality standards and testing protocols (water systems)
o NPDES permits and regulatory compliance for wastewater discharge (wastewater treatment)
o Boiler water treatment programs and water chemistry principles (steam and hot water systems)
o Natural gas procurement, tracking, and usage reporting (natural gas services)
o track inspections, crossing signs, signals, trestle inspections, and bridge safety standards (rail systems)
o Radio communication systems, including equipment, frequencies, licensing, and regulatory requirements (radio systems)
o Electrical codes, regulations, and safety standards (electrical services)
• Applicants selected will be subject to a government security investigation and must meet eligibility requirements for a public trust clearance or higher.
• U.S. citizenship is required.
• A valid driver's license and the ability to operate a vehicle for site visits, meetings, and other project-related travel.
• Ability to pass a pre-employment drug screen.
• Ability to pass an extensive background investigation, including but not limited to personal and professional financial history, nationwide criminal record search, credit check and other relevant background information deemed necessary by WDC.

Preferred Qualifications:
• Prior knowledge or experience working with a Native American Tribe.

This job operates in a professional office environment. The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. • Flexibility related to work hours as project demands arise.
• Occasionally required to move 5 – 40 pounds. To include: the ability to lift and carry equipment, tools, and materials that may be required for project management tasks. This could include carrying documents, survey equipment, and other relevant items.
• Must be able to remain in a stationary computer position for extended periods of time.
• Must be able to use hands and fingers to type and various tasks, including proficiency in using hand tools, operating equipment, and handling technical instruments. This may involve tasks such as taking measurements, operating computer systems, or conducting maintenance activities.
• Must be able to move around the facility and various project sites, including walking, climbing stairs, and navigating uneven terrain. This role may involve fieldwork and site inspections.
• Must be able to work extended hours and perform physically demanding tasks as needed, especially during emergencies or critical situations.
• Must be able to read and interpret technical drawings, specifications, and documents. Clear vision is necessary for reviewing plans, identifying details, and ensuring compliance with regulations and standards.
• Must be able to meet compliance with safety regulations and the use of appropriate PPE as required for specific tasks. This may include hard hats, safety glasses, gloves, hearing protection, and protective clothing.

Travel Requirements:
Travel will be required. The travel may be local or national and may be by car, rail, or air.
