SYSTEM TEST 1-PRINCIPAL CONSTRUCTION ENGINEER - ELECTRICAL – 666569 – SRS

JOB SUMMARY
Duties:
Provide construction engineering services in support of fabrication, installation and maintenance performed by the SRNS Construction Department.

Primary duties and responsibilities associated with this position include:
Provide technical support in determining solutions to complex problems and be responsive to organization needs in answering complex problems where judgment also has to be applied.

Prepare/revise construction plans, develop schedules, monitor progress, monitor expenditures of budget and review quality of work performed.

Work with complex problems as assigned to drive things to closure and resolution.
Performing walk downs and constructability reviews of proposed installation/modification design.

Performing material take off for installations/modifications.

Procurement of construction field material for installations/modifications.

Developing work instructions and work plans for installations/modifications.

Performing job hazards analysis for installations/modifications.

Providing oversight and inspection of field installation/modification activities
Performing post installation/modification evaluation to ensure completed work meets applicable design, specifications, codes and standards.

Providing support of post installation/modification testing activities.

Construction engineering services shall be provided using SRNS processes and procedures. Programmatic guidance will be provided by SRNS.
The successful candidate will be required to facilitate resolution of installation, schedule and technical issues which will require significant interface with multiple organizations including Construction Mgt., Subcontract Mgt., Quality Assurance/Quality Control, Operating Facility Systems Engineering, and Operating Facility Mgt. Resolving these issues will often require the successful candidate to exercise discretion and independent judgment in order to determine the appropriate path forward after the various possibilities have been considered.
Education:
Technical Bachelor's degree and at least 8-10 years of related experience. Technical associate degree and greater than 10-12 years of related experience. A high school diploma and at least 12+ years of related experience.

Experience/Skills:
o Previous Experience with electrical system installation/modification designed and constructed in accordance with national piping codes and standards including NFPA and NEC.
o Previous Experience developing installation/modification work instructions and work plans including originating, revising, and closing the work package.
o Previous Experience performing task specific hazard analysis for construction activities. This includes work scope walk down, identifying the hazards, working with Subject Matter Experts to specify controls, and incorporating the controls into the work instructions.
o Ability to perform field walk-downs to document as-installed conditions and to inspect equipment condition
o Knowledge of nuclear facility design including the application of safety class and safety significant codes and standards
o Ability to prepare/revise construction plans, develop schedules, monitor progress, monitor expenditures of budget and review quality of work performed.
o Ability to withstand an outdoor environment and perform walk downs that may include climbing.
o Candidate must have the ability to obtain and maintain a DOE ‘’Q’’ clearance.
o Agreeance to submit the following statement if selected as the apparent successful offeror: A. A statement of any past (within the past twelve months), present, or currently planned financial, contractual, organizational, or other interests relating to the performance of the statement of work. For contractual interests, such statement must include the name, address, telephone number of the client or client(s), a description of the services rendered to the previous client(s), and the name of a responsible officer or employee of the Offeror who is knowledgeable about the services rendered to each client, if, in the12 months preceding the date of the statement, services were rendered to the Government or any other client (including a foreign government or person) respecting the same subject matter of the instant solicitation, or directly relating to such subject matter. The agency and contract number under which the services were rendered must also be included, if applicable. For financial interests, the statement must include the nature and extent of the interest and any entity or entities involved in the financial relationship. For these and any other interests enough such information must be provided to allow a meaningful evaluation of the potential effect of the interest on the performance of the statement of work.
AND B. A statement that no actual or potential conflict of interest or unfair competitive advantage exists with respect to the advisory and assistance services to be provided in connection with the instant Subcontract or that any actual or potential conflict of interest or unfair competitive advantage that does or may exist with respect to the Subcontract in question has been communicated as part of the statement required by (A) above
