SYSTEM TEST 2-SRNS FIRE PROTECTION DESIGN ENGINEER ( ALARM & DETECTION SYSTEMS ) / PRINCIPAL ENGINEER – 668239 – SRS

Deadline: 04/30/2023 Midnight
Duration: 3 Year Contract

JOB SUMMARY
Duties:

o Provide design engineering staff augmentation support to SRNS. Primary responsibilities include engineering task analysis, walk-downs, design development and generation of design output documents including but not limited to: Location Plans, Connection Diagrams, Conduit / Block Diagrams, Logic Diagrams, Panel Detail Drawings, Piping & Instrumentation Diagrams, and Battery Loading Calculations in accordance with national consensus codes and standards. Provide technical support to site construction forces, start-up & testing, suppliers or subcontract personnel. Prepare Data Sheets, Statements of Work, Procurement Specifications, Design Build Specifications, and Purchase Requisitions
o Engineering services shall be provided using SRNS processes and procedures. Programmatic guidance will be provided by SRNS.

o Work Hours:
A 40-hour work week is scheduled. SRNS utilizes various work schedules; including 5/8s (8 hours/day; five days per week), 4/10s (10 hours/day; four days per week), and 9/80s (9 hours/day, five days on week A and 4 days on week B). Workweek excludes SRNS holidays. SRNS Management will determine best schedule depending on work needs. Each workday has an unpaid 30-minute lunch break.

o Area Security Access:
The candidate must be able to obtain and maintain a DOE “Q” security clearance. An active DOE clearance is not initially required to perform assigned duties. After award, the selected candidate will be notified when to apply for a clearance based on specific work assignments. Candidates who have possessed an active DOE clearance (“L” or “Q”) within the past two years are preferred.

Education:
Graduate of an accredited engineering curriculum, or Registered Professional Engineer in Fire Protection, or Full member in the Society of Fire Protection Engineers (SFPE), or NICET Level III certification in the applicable subfield
Experience/Skills:

o Graduate of an accredited engineering curriculum, or Registered Professional Engineer in Fire Protection, or Full member in the Society of Fire Protection Engineers (SFPE), or NICET Level III certification in the applicable subfield

o Experience/Skills(10 Qualification records)

o Previous SRS Design Engineering experience (Preferred).
o Possessed an active DOE clearance (“L” or “Q”) within the past two years.
o Eight years recent design experience, four (4) of which shall include alarm & detection systems design.

o General knowledge of electrical/control systems, connection diagrams, layout plans, logic diagrams, panel layout details, P&ID’s, and battery loading calculations.

o Candidate must possess working knowledge of National Consensus Codes and Standards applicable to fire detection and alarm systems such as , such as NFPA 70, NFPA 72, NFPA 90A, NFPA 101, IBC, and various other ISA and IEEE standards.

o Experience with 2D MicroStation Computer Aided Drafting and Design (CADD).

o Ability to use Windows Microsoft Office applications.

o Ability to perform field walk-downs.

o Ability to obtain and maintain a DOE “Q” security clearance.

o Agreeance to submit the following statement if selected as the apparent successful offeror: A. A statement of any past (within the past twelve months), present, or currently planned financial, contractual, organizational, or other interests relating to the performance of the statement of work. For contractual interests, such statement must include the name, address, telephone number of the client or client(s), a description of the services rendered to the previous client(s), and the name of a responsible officer or employee of the Offeror who is knowledgeable about the services rendered to each client, if, in the12 months preceding the date of the statement, services were rendered to the Government or any other client (including a foreign government or person) respecting the same subject matter of the instant solicitation, or directly relating to such subject matter. The agency and contract number under which the services were rendered must also be included, if applicable. For financial interests, the statement must include the nature and extent of the interest and any entity or entities involved in the financial relationship. For these and any other interests enough such information must be provided to allow a meaningful evaluation of the potential effect of the interest on the performance of the statement of work.
o AND B. A statement that no actual or potential conflict of interest or unfair competitive advantage exists with respect to the advisory and assistance services to be provided in connection with the instant Subcontract or that any actual or potential conflict of interest or unfair competitive advantage that does or may exist with respect to the Subcontract in question has been communicated as part of the statement required by (A) above

Licenses

o Reference check to evaluate performance capability may occur.
o Telephone number of candidates is required to validate resume/submittal data.

o Offeror must identify sub – tier company if applicable with proposal. ( Reference BOA Article regarding Limitations on Subcontracting.

o U.S. Citizen.
