Job Summary

The purpose of this position is to provide support to National Nuclear Security Administration (NNSA) Capital Projects for, Construction Operations with the Savannah River Site (SRS). This support is in the form of administrative and technical expertise in the areas of Pipe/Mechanical Construction Design Integration (CDI). Safety is a primary responsibility for all employees working on and off SRS. Subcontractor shall obtain safety training, obey safety rules, and make safety an integral part of each task.
DUTIES
The Senior Pipe/Mechanical Construction Design Integration (CDI) Leads primary function is to serve as a member of the project team and design review board for each project from inception to closeout and ensure the highest quality, most economical, timely, and practical design and construction product possible. In this role, an employee will be expected to develop and demonstrate proficiency regarding the essential functions of the job found below. Duties include but are not limited to:
Coordinate construction outage schedules, cost controls, priorities, and planning with project management and plant schedulers
Resolve substantial quality control and quality assurance issues and recommend corrective action
Coordinate with Design Engineering for scheduling of complex design outputs
Provides design with necessary input to resolve design changes
Promotes increased productivity and safe work practices
Foster a team concept when interfacing with Operations, the Department of Energy, other departments and divisions
Attend scheduled and unscheduled meetings, provide reports, status on construction activity and identify, address and resolve complex problems
Review and approve job plans, permits, material requisitions for capital expenditures, schedules/schedule changes and miscellaneous other documents ensuring accuracy practicality, economics and impact on other projects
Identify and act on engineering and material restraints to critical jobs through meetings, discussions, reports and verifies that proper tools are in place to clear restraints
REQUIRED QUALIFICATIONS
Education Candidate must meet at least one of the following:
Technical Bachelors degree and at least 11-13 years of related experience
Technical Associates degree and at least 13-15 years of related experience
A high school diploma and at least 15-18 years of related experience
Experience/Skills: Candidate must possess all of the following experience and/or skills:
Candidate must demonstrate a working knowledge of Piping and Mechanical and HVAC installation codes.
Provide EARLY input into the project planning, design, procurement, and field operations to achieve the optimum Total Installed Cost (TIC) of a project through use of construction knowledge, experience, and new technologies.
Integrate delivery dates and sequencing of design, procurement, construction and start-up to minimize overall schedule critical path duration.
Previous experience tied to the MOX project
Experience with National Codes and Standards, B31-3
Work Hours:
A 40-hour work week is scheduled. SRS utilizes various work schedules, including 5/8s (8 hours/day; five days per week), 4/10s (10 hours/day; four days per week), and a 9/80s (9 hours/day, five days on week A and 4 days on week B). Work week excludes SRNS holidays. Each workday has a 30-minute lunch. Work hours in excess of forty hours a week may be required, as authorized by SRNS management.
Area Security Access:
Candidate must be able to obtain and maintain a DOE Q security clearance. Supplier shall possess a positive FOCI determination from DOE which includes Q security clearance level. An active DOE clearance is not initially required to perform assigned duties while clearance request is processing. After award, the selected candidate will be notified when to apply for a clearance based on specific work assignments. Candidates who have possessed an active DOE clearance (L or Q) within the past two years are preferred.

(I) The following table shows the Equivalency Requirements that may be applied in lieu of education and experience. The evaluation must explain in detail when using these equivalences. (see evaluation)
(1) General Education Development (GED) or vocational degree = high school diploma (2) A.S./A.A. degree = Two (2) year general experience (3) B.S./B.A. = Four (4) additional general experience (4) M.S./M.A. = Six (6) years additional general experience (5) Ph.D. = Eight (8) years additional general experience
(II) The following clarification applies to all experience requirements. The evaluation must explain in detail when using these equivalences. (see evaluation)
At SRSs option, related experience may be substituted for education. In certain cases, depending on the needs of NNSA Capital Projects the following will be considered in lieu of minimum education and experience: unique education, specialized experience, skills, and/or knowledge, specialized training, nationally recognized certification, military training and/or experience, quantity, and quantity of experience, and/or exceptional Grade Point Average.


Education
PHD or Master’s degree with specialized technical training or bachelor’s degree with extensive, highly specialized training.
Related experience includes positions held as a civil field engineer on heavy industrial or large civil projects; preference given to candidates with Major EPC Project experience.
Experience

Candidates who have possessed an active DOE clearance (“L” or “Q”) within the past two years.
Minimum of 15 years supporting commercial or federal science, nuclear engineering or task relevant programs or projects.
Additional Preferred Qualifications: A working knowledge of national consensus codes and standards related to the respective employee’s discipline. This would include ACI, ASTM, NFPA, IPC. Experience in AutoCAD (or equivalent), development of Work Packages, and proficient in Excel.
