Job Summary
The purpose of this position is to enable Subject Matter Expert (SME) 2 support in the areas of Project Management, Project Controls, Earned Value Management Systems (EVMS) compliance and DOE Order 413.3 to the Savannah River Plutonium Processing Facility (SRPPF) oversight organization at the Savannah River Site (SRS). Subject Matter Expert 2 support is, but not limited to, ensuring the technical execution of project controls and estimating practices/systems, schedule development, cost and budget development, and estimating. The SME will provide expert advice daily to the project team to ensure project control and EVMS activities adhere to site requirements. The SME is expected to work with multiple functional groups such as project management, engineering, planning, procurement, and construction to review and recommend specific actions to facilitate compliance to EVMS and 413.3 requirements. Safety is a primary responsibility for all employees working on and off SRS. Candidate shall obtain safety training, obey safety rules, and make safety an integral part of each task.

DUTIES
Serve as Subject Matter expert to SRPPF leadership team on DOE Order 413.3
requirements: Program and Project Management for Acquisition of Capital Assets, Planning and Scheduling, and Integrated Project Management Using the Earned Value

Management System.

Coordinate SRPPF Earned Value Management System certification capture efforts with
site Project Controls organization.

Integrate EVMS Certification preparation activities between SRPPF Project Management
Office, Program Owner, and DOE PM-30 (Certification Authority).

Advise on structure of project controls organization to ensure sufficient resources,
training, and tools are present to execute projects consistent with established practices and procedures.

Participate in and coordinate the preparation and maintenance of estimates, schedules,
and risk analysis.

Expert advice in highly specialized area of organizations management and/or project
management.

Services shall be provided using SRNS processes and procedures.

Programmatic guidance will be provided by SRNS.

REQUIRED QUALIFICATIONS Performance Requirements: The Subject Matter Expert (SME) 2 is responsible to the appropriate Manager to perform the duties listed and defined in this section.

Education: Masters or Bachelors degree and extensive specialized training; or extensive experience applicable to special needs of the task or highly specialized training directly applicable to the task area.

Experience/Skills:
Minimum of 25 years of experience in applicable role.
Minimum of 15 years in an leadership role or a highly specialized area applicable to
the special or unique needs of the task.

Prior senior level work experience in project management, project controls and
EVMS at NNSA and DOE sites, including prior independent reviews of large lineitem projects.

Demonstrated experience in project controls, estimating, cost and budget
development, financial integration and reporting and change management systems.

Proven experience in evaluating strategic alternatives to reduce costs, accelerate
schedules and or improve performance compared to existing baselines.

Work Hours:
A 40-hour work week is scheduled. SRS utilizes various work schedules, including 5/8s (8
hours/day; five days per week), 4/10s (10 hours/day; four days per week), and a 9/80s (9 hours/day, five days on week A and 4 days on week B). Work week excludes SRNS holidays. Each workday has a 30-minute lunch. Work hours in excess of forty hours a week may be required, as authorized by SRNS management.

Work Locations: The primary location for performance of these activities will be at Savannah River Site. Some work may be performed remotely, as directed. Other business travel locations will depend on the specific tasking requested by SRPPF Project Management.

Area Security Access:
Candidate must be able to obtain and maintain a DOE Q security clearance. Supplier
shall possess a positive FOCI determination from DOE which includes Q security clearance level. An active DOE clearance is not initially required to perform assigned duties while clearance request is processing. After award, the selected candidate will be notified when to apply for a clearance based on specific work assignments. Candidates who have possessed an active DOE clearance (L or Q) within the past two years are preferred.

(I) The following table shows the Equivalency Requirements that may be applied in lieu of education and experience. The evaluation must explain in detail when using these equivalences. (see evaluation)

(1) General Education Development (GED) or vocational degree = high school diploma (2) A.S./A.A. degree = Two (2) year general experience (3) B.S./B.A. = Four (4) additional general experience (4) M.S./M.A. = Six (6) years additional general experience (5) Ph.D. = Eight (8) years additional general experience

(II) The following clarification applies to all experience requirements. The evaluation must explain in detail when using these equivalences. (See evaluation) At SRSs option, related experience may be substituted for education. In certain cases, depending on the needs of SRPPF Project the following will be considered in lieu of minimum education and experience: unique education, specialized experience, skills, and/or knowledge, specialized training, nationally recognized certification, military training and/or experience, quantity, and quantity of experience, and/or exceptional Grade

Point Average.
