Wisconsin based NRC Approved Construction Project – Electrical Engineering (I&C) Manager

SHINE Technologies is seeking an Instruments and Controls (I&C) / Electrical Engineering Manager to oversee the design, development, procurement, and testing of systems used to control and monitor processes, as well as provide power for our new medical isotope production facility. This position works as part of a collaborative team that oversees the design of the control systems and selects instruments and equipment for the SHINE facility. SHINE engineers are designing systems that will produce isotopes to help diagnose heart disease, treat cancer, and take us another step closer to clean energy.

Areas of responsibility for this position includes leading with the team to determine control strategies, design of control system hardware and software, instrument selection, and electrical power distribution for the molybdenum-99 production facility. The team will need to work with procurement, vendors, and the construction team to procure, install, and test the I&C/electrical equipment. In addition, the team works with the licensing team to maintain the accuracy of the I&C/electrical licensing basis.


Currently, the designs for the Molybdenum-99 production facility electrical systems and instruments are nearly complete, while there will be more design on the control systems and cable routing. This role will thus be focused on the design of the aforementioned items as well as vendor/construction management, commissioning, turnover to operations, and operations support of all I&C/Electrical scope.

Duties and Responsibilities:
Specific duties and responsibilities include, but are not limited to:

Hire, manage, review, and lead a team of highly skilled I&C/electrical engineers focused on the control systems, instruments, and power supply design and install of the SHINE molybdenum-99 production plant.
Oversee the I&C/electrical schedule and budget alongside the Project Management and Finance teams.
Lead the interfaces between stakeholders and the I&C team.
Mentor engineers in the technology, decision making, and ownership of the I&C equipment that they are responsible for.
Maintains the group budget and schedule, maintaining a detailed plan to accurately predict milestones and resource loading.
Drive decisions on vendor requests, changes, and updates to equipment and programming.
Ensure the team is sufficiently staffed and skilled to
Oversee the development of digital and analog control systems, including distributed control systems (DCS), programmable logic controllers (PLC), and data acquisition systems (DAQ), by performing reviews of vendor deliverables.
Work with vendors and construction to oversee installation of systems to provide power to plant equipment via the normal power supply and the uninterruptible power supply.
Work collaboratively with other engineering disciplines to select instruments to measure process variables in the process systems in the SHINE facility.
Update instrument specifications, calculations, and test plans to support the design, new construction, testing, commissioning, in-field troubleshooting and operation of the future SHINE medical isotope production facility.
Oversee the design and implementation of instrument/electrical cable routing, conduit and raceway design, installation drawings, and loop diagrams.
Assist in the commissioning, turnover to Operations, and subsequent support of I&C/Electrical systems.

Requirements
Bachelor�s degree in electrical engineering, nuclear engineering, or related technical discipline.
Experience in Project Management including creation of schedules and budgets.
10+ years of experience in instruments and controls.
Working knowledge of electrical power distribution for normal and uninterruptible power for commercial level power systems (e.g. 120VAC, 480V 3 phase, DC, etc.).
Ability to lead, motivate, coach, and inspire a group of highly skilled engineers in a fast-paced startup environment.
Confidence to make decisions on technical issues and the aptitude to push decision making down to the responsible engineers.
Ability to manage multiple projects/activities, prioritizing them in a way that contributes most to Company success.
Experience in personnel management.
Direct and open communication style, showing respect to all individuals and their ideas.
Experience working in a highly regulated environment such as the nuclear power industry or similar.

Eligibility for employment is conditioned on the applicant�s ability to qualify for access to information subject to U.S. Export Controls. Additionally, applicant�s eligibility may be conditioned based upon meeting the Nuclear Regulatory Commission requirements for access to Safeguards Information, which typically requires a pre-employment drug screen, fingerprinting and criminal background check.
