Edgewater Technical Associates is seeking qualified candidates for an Instructional Analyst/Developer opportunity in Richland, WA to support the Waste Treatment Plant at the Hanford Site.

Per diem available for those who qualify.
Location: No Remote/Telework - Full-Time Office/Project
Restrictions: Local Candidates must be with 50-mile radius of the site location
Schedule: 4x10 schedule, M-Th, 6:30 a.m. to 5 p.m. (weekends as needed)

Project Overview
Located in Southeastern Washington State, on the Hanford reservation, Bechtel is designing, constructing, and commissioning the world’s largest radioactive waste treatment plant for the U.S. Department of Energy. The Hanford Tank Waste Treatment and Immobilization Plant (WTP) will use vitrification technology to process and solidify 56 million gallons of radioactive and chemical waste stored at the Hanford site, which is a byproduct of plutonium production during World War II and the Cold War era.

The WTP project is the largest undertaking of its kind and one of DOE’s most technically challenging cleanup projects. Its construction spans 65 acres with four major nuclear facilities – Pretreatment, Low-Activity Waste Vitrification, High-Level Waste Vitrification and Analytical Laboratory – as well as operations and maintenance buildings, utilities, other support facilities.

This position is located at the WTP Site (22 miles north of Richland) and works a 4x10 schedule, M-Th, 6:30 a.m. to 5 p.m. Selected applicant needs to be able and willing to work weekends as needed.

Job Description
Reports to a Training Supervisor/Manager and is responsible for performing the Systematic Approach to Training (SAT) process for technical training administered for qualification to personnel in plant operations and maintenance positions.

Principal responsibilities may include but are not limited to:
Administering technical training process activities using various media and software, including:
Developing and Implementing Training (e.g., classroom, exams, on-the-job training) - analysis, design, development, test question generation and evaluation of training course material:
Conduct needs and job analysis to identify training requirements (e.g., valid task list, training requirements matrix)
Design training includes determination of training setting and development of learning objectives, evaluation standards, and examination test items.
Develop training materials including lesson plans and trainee support materials.
Conduct classroom, on-the-job, simulator and/or laboratory training as applicable.
Assist line management in the evaluation of training program evaluations.
Coordinate and communicate between the training organization and other line management or support organizations to ensure training needs are identified and met through effective training.
Support a strong Nuclear Safety Quality Culture (NSQC) by emphasizing the values of safety and quality in the performance of work in order to protect self, others, and the environment.

Education/Experience
1. Bachelor of Arts (BA) in Training or Education.
The instructional analysts/developers should have a baccalaureate degree in Training or Education.
Instructional Analysts/Developers must have courses in education or training that focus on instructional analysis, design, development, delivery, and testing, as well as evaluation of training programs, if not included in the baccalaureate course material.

AND

2. At least 1-year job-related experience.

Preferred candidates will have:
At least 5 years technical experience in nuclear facility operations and or maintenance.
Extensive experience in Needs, job, and task analysis.

Required Qualifications
Must be able to complete and pass a drug screen and background check which includes verification of employment and education.
Upon reporting, must be able to complete and pass a medical evaluation for badging purposes. Must have full mobility, be able to walk on uneven or broken surfaces (rocks, gravel, etc.). The examination includes, but is not limited to ability to pass blood pressure test, able to bend, twist, pull, push, climb, and lift more than 20 lbs.
Must be able to obtain a Department of Energy badge for access to the Hanford Site.

Per Diem Details:
If applicable, mobilization and demobilization expenses (mileage, lodging, and M&IE) are authorized to and from the assignment location if point of origin is more than 50 miles away. Demobilization is authorized only if the assignment is completed per the assignment end date, or Bechtel ends the assignment earlier than specified.

Contract employees are expected to drive their own car to the assignment location. Lodging plus methodology is approved for the settling-in period of the first 30 days or until long-term lodging is occupied, whichever occurs first. For mobilization, demobilization and during the settling-in period all charges, except M&IE per diems, are to be invoiced by the agency to Bechtel with required receipts. After long-term lodging is occupied, or the 30-day period has elapsed, the per diem allowance for lodging, meals and incidental expenses will be no more than 55% of the approved FTR rate. Meals will be expensed via daily entry into myTime time record system. Expense reports including receipts will continue to be required for lodging. Actual lodging costs up to 55% of the approved FTR rate will be reimbursed.

Contract employees on single status assignments of 3 months or more may be granted trips home. Trips are not to exceed a frequency of once every 28 days provided that a minimum of 30 days, from the trip departure date, remain in the assignment. Trips are expected to be scheduled over the weekends and will be on the contract employee’s own time. Up to 3 days of home leave travel expenses will be reimbursed including parking and car rental at home (if own car was driven to project location). M&IE is only paid on travel days. Deviations in home leave schedules require project approval. Reimbursement for travel via common carrier (airline, train, or bus) may not exceed the cost of economy class airfare.

Compensation
Salary is commensurate with education, experience and unique qualifications, and may range between $15 to $35 hourly.
