Edgewater Technical Associates is seeking qualified candidates for a Site Ops/AES Commissioning (CX) Engineer opportunity in Golden, CO to support the National Renewable Energy Laboratory (NREL).

Work Location: 100% Onsite
Citizenship: US Citizenship Required

Job Description Summary:
This position will provide and supervise Commissioning services as part of the Site Operations’ (Site Ops) Architect Engineering Support (AES) group for operations and construction projects in support of the research mission at NREL’s three campuses: South Table Energy Park, South Table Mountain and the Flatirons Campus, as well as leased facilities. General duties include scope definition and the preparation and review of subcontract statements of work, cost estimating, and preparation of internal drawings, specifications, and calculations. This position shall function as the Subject Matter Expert (SME) for Commissioning activities.

Responsibilities:
Serve as a subject matter expert (SME) for Commissioning for new and existing NREL facilities.
Function as the NREL inhouse Commissioning (Cx) SME to support Project Management Construction Group:
Assist Project Managers with scope definition and statement of work for Third party Cx Company. Be the NREL Cx rep to oversee the third party Cx Company
Perform as the Cx Provider for NREL Design and Construction projects for smaller projects.
Review, compile, and archive project System Manuals
Function as the NREL inhouse Commissioning Provider for small inhouse projects
Participate in monitoring based Cx utilizing FDD software to improve existing systems.
Develop independent cost estimates.
Review external and internal project drawings, specifications, and calculations at the regular progress intervals.
Review RFIs, ASIs, shop drawings, product submittals and coordination drawings for NREL design requirements, commission-ability, maintenance, and efficiency.
Attend construction meetings, site observations and final punch walks to provide technical guidance.
Attend stakeholder meetings to assist researchers with defining project scope and budget for future project requests.
Lead the process for regular updates to the AES Design Guidelines, Master Construction Specifications, and engineering best practices for area of SME.
Coordinate with the Site Ops Facility Managers and Site Ops Project Team leads to get deficiencies defined as maintenance or projects and then define further as either the GPMR and/or Small Works backlog project list so they can be prioritized and scheduled as funds are available.
Coordinate scope and estimates for any noted deficiencies to aid in the planning, prioritization, and scheduling of the work.
Assist Environmental, Safety, Health and Quality (ESH&Q), Facility Managers, and other personnel with the development of lab level procedures and hazard assessments where needed.

Remain current with knowledge of industry governing laws, regulations, codes, and standards.
Strong critical thinking, decision making, and problem solving/conflict resolution skills.
Effective time management and organizational skills.

Required Knowledge and Skills:
Understanding of the use and capability of specialized software applications including computer aided design systems (e.g., AutoCAD), MS Word, MS Excel, MS PowerPoint, MS Project, etc.
Multi-disciplinary engineering experience with broad knowledge of facility and building systems and structures, relevant building codes, and supporting facility and site infrastructure (utility distribution systems, site improvements, etc.) for commercial and industrial facilities.
Knowledge of standard construction techniques and practices including experience with field observation of construction activities.
Experience with performing and managing engineering designs as well as managing A/E consultants and subcontractors.
Design experience
Familiarity with Skyspark and/or other FDD software
Familiarity with BAS interface software and ability to read and interpret BAS control programming
Cx experience with laboratory supply and exhaust systems

Minimum Qualifications:
Bachelor’s degree in mechanical or architectural engineering or a related field. Registration as a Professional Engineer desired, CO registration preferred.
Commissioning Certification (BCCB Certified Commissioning Professional (CCP), ASHRAE Building Commissioning Professional (BCxP), NEBB Building Systems Commissioning Certification (BSCC), AABC Commissioning Group Certified Commissioning Authority (CCxA), or similar) preferred
9 or more years of progressive experience in mechanical, facility, or related projects.
Federal sector experience in a laboratory setting preferred.
