Emergency Planning and Hazard Assessment Specialist (Hybrid)

Akima Infrastructure Services, LLC (AIS), is actively seeking candidates to support personnel as part of our staff augmentation team supporting the Department of Energy in Carlsbad, NM. Successful candidates will be employees of AIS, a premier government contractor charged with employing highly motivated and well-qualified personnel who can advance customer's core mission. Though employed by AIS, the employee will take day-to-day direction and assignments from customer staff and procedures. Pay, benefits, Human Resources, and Employment Management functions are provided by AIS.

Qualified applicants must be a US citizen, at least 18 years of age, and able to meet pre-employment requirements including any required physicals, drug screen, and/or background investigation to satisfy clearance requirements from the Department of Energy.

The successful candidate will review the documented safety requirements and technical safety requirements, and perform all hazards analysis, calculation to complete the revision the Emergency Planning Hazard Assessment for existing facilities, operations, and two new facilities. This will require full documentation of supporting calculations. The draft will be submitted for peer review consisting of Emergency Management and Engineering Nuclear Safety/Safety Basis groups. The peer review group will provide comments to the draft report to complete for formal submittal for the Department of Energy for their review and approval. Concurrently, with the final draft is the development of the EAL and Protective Actions.

Job Responsibilities:
-Developing programmatic documents for the All-Hazards Planning Basis, Emergency Categorization and Classification, Consequence Assessment, and Protective Action Program Elements under DOE Order 151.1D Comprehensive Emergency Management System and DOE G 151.1-1B Comprehensive Emergency Management System Guide
-Screening and analyzing hazardous materials, including chemicals, biological agents & toxins, and radiological materials for emergency management programs
-Developing Emergency Planning Hazards Assessment (EPHA) documents
-Utilizing modeling and simulation software (NARAC, HotSpot, others) to conduct hazard and consequence assessments
-Developing facility Emergency Action Levels (EALs) from the results of completed hazards analysis (EPHA)
-Developing facility protective actions and offsite protective action recommendations (PAR using the results of the EPHA)

Minimum Qualifications:
Education: Bachelor’s degree in safety management, or other relevant discipline or demonstrated equivalent combination of education and experience
-Emergency Planning Hazard Assessment experience preferred.

Travel: Yes, 25% of the time
