Job Summary
Support multiple integrated projects and programs, interfacing directly with project and functional team members at SRS and across the DOE/NNSA complex to integrate activities which support programmatic requirements in support of the Surplus Plutonium Disposition Program. Analyze technical and programmatic information and documents implementing or affecting programmatic requirements.

The primary purpose of this position is to support the update of the Life Cycle Cost Estimate (LCCE) for the Surplus Plutonium Disposition Program and programmatic re-baselining activities.

DUTIES
Lead the scheduling effort to include directing activities of local schedulers, facilitating schedule input from SRNS and partner sites and integrating the schedules of all the sites together into a new baseline for the program.
Provide development and training for existing schedulers (at SRS) to improve their scheduling capabilities as well as mentoring schedulers at other sites to facilitate milestone development, change management against the schedules and baseline development and tracking for the new Replan scope and schedule.
Lead or participate on program/project teams affecting execution of strategic program priorities.
Lead or support initiatives focused on strategic programmatic or tactical execution issue resolution.
Perform technical organizational analysis, planning, and project coordination.
Maintain awareness of and contribute to schedules, performance monitoring status, and management reports.
Provide timely feedback and recommended solutions to management to improve or mitigate problems affecting execution and coordination between multiple sites.
Provide written and verbal analysis and recommendations to management.
Identify effective solutions, including implementing requirements.

REQUIRED QUALIFICATIONS
Performance Requirements:
The Project Manager 3 is responsible to the appropriate Manager to perform the duties listed and defined in this section.

Education:
PhD or masters degree with specialized training or bachelors degree with extensive specialized training applicable to special needs of the task. Professional certification such as PMP preferred.

Experience/Skills:
Senior level management experience in Project Management, Program Management, Operations, and/or Engineering,
Minimum 15 years experience in supporting a commercial or federal science, nuclear engineering, or other task relevant programs or projects.
Expert level experience with Primavera scheduling software.
Experience in Life Cycle Cost Estimate development and Plutonium processing preferred.
Familiarity with administrative and technical procedures, practices, and processes affecting programmatic and facility activities.
Ability to analyze technical and programmatic issues
Internal or external review team participation preferred
Baseline development, control, reporting, and change control processes
Effective interpersonal skills
Effective verbal and written communication skills
Effective use of computer software including work processing, email, spreadsheets, power point, and databases.

Work Hours:
A 40-hour work week is scheduled. SRS utilizes various work schedules, including 5/8s (8 hours/day; five days per week), 4/10s (10 hours/day; four days per week), and a 9/80s (9 hours/day, five days on week A and 4 days on week B). Work week excludes SRNS holidays. Each workday has a 30-minute lunch. Work hours in excess of forty hours a week may be required, as authorized by SRNS management.
Travel to partner sites (LANL, WIPP, PANTEX) may be required.

Area Security Access:
Candidate must be able to obtain and maintain a DOE Q security clearance. Supplier shall possess a positive FOCI determination from DOE which includes Q security clearance level. An active DOE clearance is not initially required to perform assigned duties while clearance request is processing. After award, the selected candidate will be notified when to apply for a clearance based on specific work assignments. Candidates who have possessed an active DOE clearance (L or Q) within the past two years are preferred.
(A) The following table shows the Equivalency Requirements that may be applied in lieu of education and experience. The evaluation must explain in detail when using these equivalences. (see evaluation)

(1) General Education Development (GED) or vocational degree = high school diploma (2) A.S./A.A. degree = Two (2) year general experience (3) B.S./B.A. = Four (4) additional general experience (4) M.S./M.A. = Six (6) years additional general experience (5) Ph.D. = Eight (8) years additional general experience

(B) The following clarification applies to all experience requirements. The evaluation must explain in detail when using these equivalences. (see evaluation)

At SRSs option, related experience may be substituted for education. In certain cases, depending on the needs of NNSA Capital Projects the following will be considered in lieu of minimum education and experience: unique education, specialized experience, skills, and/or knowledge, specialized training, nationally recognized certification, military training and/or experience, quantity, and quantity of experience, and/or exceptional Grade Point Average.
