JOB SUMMARY
The purpose of this position is to provide support with a Design Authority Manager to the Savannah River Plutonium Processing Facility (SRPPF) project. Responsibilities include oversite of Design Engineering staff who provide direct oversite of Architect Engineering (AE) firms preparing new designs and modifications to existing equipment and associated systems for the SRPPF project. Safety is a primary responsibility for all employees working on and off SRS. Subcontractor shall obtain safety training, obey safety rules, and make safety an integral part of each task.

DUTIES
• Subcontractor duties include but are not limited to the following:
• Provide technical direction to assigned engineers.
• Design and Documentation of NMC&A Measurement Systems, Data collection software, development of process maps, and system for performing NMC&A physical inventories and programmatic requirements, safeguards authorization basis document and implementation plans
• Applies advanced engineering techniques and analyses for problems and methods.
• Oversite of Design Engineering staff who provide direct oversite of Architect Engineering (AE) firms preparing new designs and modifications to existing equipment and associated systems for the SRPPF project.
• Responsible for technical, schedule, and cost performance for the specific AE firms under contract to providing design engineering services to the project.

QUALIFICATIONS
Education:
• Bachelor of Science (BS) degree in an engineering discipline.

Experience/Skills:
• Previous SRS Design Engineering experience and working knowledge of SRNS design processes and procedures
• Working design experience in a nuclear industry/facility including familiarity with NQA-1, commercial grade dedication, etc.
• Minimum of 5 years in engineering management.
• Minimum of 15 years nuclear or engineering experience.
• Experienced in preparing, monitoring, and reporting for plans, including schedules, budgets, and personnel requirements associated with solving complex engineering problems and projects.
• Able to perform field walk-downs including leading teams to perform equipment trouble shooting and restoration of function and to document as-installed conditions and to inspect equipment condition.
• Ability to work independently and within a multi-discipline team
• Ability to communicate effectively across all levels of management and business professionals regarding project requirements and project constructability.

Licenses

• Reference check to evaluate performance capability.
• Candidate must be able to obtain and maintain a DOE “Q” security clearance.
• Telephone number of the candidate is required with the proposal.
• Offeror must identify as a sub-tier company if applicable with proposal. (Reference BOA article regarding limitations on subcontracting)

• Candidate is actively supporting SRNS via full-service employment or a staff augmentation task order agreement (includes sub-tier agreements).

Work Hours:
A 40-hour work week is scheduled. SRS utilizes various work schedules, including 5/8s (8 hours/day; five days per week), 4/10s (10 hours/day; four days per week), and a 9/80s (9 hours/day, five days on week A and 4 days on week B). Work week excludes SRNS holidays. Each workday has a 30-minute lunch. Work hours in excess of forty hours a week may be required, as authorized by SRNS management.

Area Security Access:
Candidate must be able to obtain and maintain a DOE “Q” security clearance. Supplier shall possess a positive FOCI determination from DOE which includes “Q” security clearance level. An active DOE clearance is not initially required to perform assigned duties while clearance request is processing. After award, the selected candidate will be notified when to apply for a clearance based on specific work assignments. Candidates who have possessed an active DOE clearance (“L” or “Q”) within the past two years are preferred.
