Edgewater Technical Associates is seeking qualified candidates for a Work Control Planner opportunity located at the Savannah River Site.

Work Location: Aiken, SC

Work Control Planner-
The Work Control Planner will coordinate the work planning process with the work supervisor, the facility manager, and the work planning team. The Work Control Planner will provide support to projects to ensure compliance with policies, requirements, and procedures and ensure objectives are met or exceeded with regards to the safe execution of work activities.

Responsibilities:
Prepare technical work packages in accordance with the Integrated Safety Management System guidance (DOE G 450.4-1C) and DOE Handbook Activity-Level Work Planning and Control Implementation (DOE-HDBK-1211-2014).
Interface with the work task requestor to fully define the scope of work task and perform revisions to work packages and job specific hazard analysis.
Assist the project manager or field supervisor in evaluating if a work scope requires a work planning package.
Identify and initiate Lockout/Tagout (LOTO) procedures, as necessary.
Initiate draft of Activity Hazard Analysis (AHA).
Develop and prepare reports with the history and status of project activities.
Interface with other Subject Matter Experts or project support (e.g., Industrial Hygienist) to perform walk-downs of the work task site to ensure safety, quality, and technical requirements are evaluated in the work planning process and incorporated into the work package.
Initiate material, tool, and equipment requests.
Ensure accurate records—maintain records in accordance with applicable Records Inventory and Disposition Schedules (RIDS).
Assist in requested design, procedure, and proposal reviews and cost/benefit analysis.

Education/Years of Work Experience:
Bachelor of Science degree in related discipline or equivalent combination of education and experience.

Experience/Skills:
Two (2) to twenty (20) years of related experience.
Plan, develop, resolve conflicts, obtain approvals, and issues for scheduling, assigned work planning documents and request for construction planning.
Resolve work planning document issues from initiation to work completion.
Demonstrated experience in conducting research, investigating, and identifying alternative solutions to solve complex problems affecting facility maintenance and administration.
Update work package status as the package proceeds through the workflow process.
Incorporate system engineering job-specific instructions including receipt inspection, supplier instructions, post modification testing, and documentation into work packages.
Initiate and deliver concise and accurate oral and written presentations to internal and external customers on project status, changes, and alternative approaches, complex institutional space and facilities reports for management.
Perform constructability reviews.
Knowledge of Integrated Safety Management Systems (ISMS) implementation, and 10 CFR 851 Worker Safety and Health Program requirements for safe work performance.
Develop life cycle scope, cost, and schedule estimates for projects.
Assess project issues and develop resolutions to meet productivity, quality, and client-satisfaction goals and objectives.
Lead the job scoping effort to validate the scope, estimate man hours and craft type needed for each job to be performed; develop a bill of materials and services for each job and track the requisition to ensuring they are received in sufficient time to interface for maintenance work with operations and scheduling.
Update work package status as the package proceeds through the workflow process.
Incorporate system engineering job-specific instructions including receipt inspection, supplier instructions, post modification testing, and documentation into work packages.

Preferred Qualifications:
Experience on commercial nuclear and/or large construction projects.
Experience in Engineering, Procurement, and Construction (EPC) projects.
Proficient in MS Office (Word, Excel, PowerPoint, and Outlook).

Other Requirements:
Must Be a U.S. Citizen
Ability to obtain and maintain a DOE “Q” clearance.
