Edgewater Technical Associates is seeking qualified candidates for an Environmental Compliance Specialist (AMSE Technical Support) opportunity in Richland, WA to support DOE Hanford.
Organization: Hanford Environmental Compliance Division (ECD)
Work Location: Work shall be conducted at the Department of Energy government offices, The Hanford Site, and Richland, WA.
SCOPE OF WORK
The Department of Energy (DOE) Hanford Field Office (HFO) requires general support services for the AMSE/ECD.
May provide ECD support in the following areas:
Provide strategic solutions to emerging project challenges/risks such as ongoing maturation of the contractor’s Air Operating and Dangerous Waste Programs and interfaces between all the site contractors and AMSE.
Complete critical assessments of the contractor’s Air Operating and Dangerous Waste Programs as required to start up and commission the DFLAW facility.
Coordinate DFLAW and HLW environmental compliance oversight activities with DOE organizations and disciplines to ensure the necessary interfaces are in place.
Utilize project management skills to support ECD’s ability to support the DFLAW integrated operational schedule; implement effective, environmental/regulatory risk mitigation strategies, assess cost and schedule impacts due to environmental non-compliance issues; and evaluate adequacy and ability to implement procedures for implementing the approved permit conditions; and identify areas for improvements in the contractors’ permit management, environmental compliance programs, and readiness activities.
Support DFLAW and HLW regulatory inspections, assist DOE in responding to inspection reports for accuracy and compliance with the regulations, interact with the regulators for resolution of inspection issues, and maintain configuration control of a comprehensive inspection log for tracking/closure of regulatory inspection open items.
Coordinate and perform ECD environmental regulatory oversight activities to achieve readiness and start-up of the DFLAW project. Oversight activities will evaluate the effectiveness of the contractor’s Air Operating and Dangerous Waste Programs and adherence to the permitting conditions.
Provide integrated HLW permitting strategies/schedules for supporting the completion of design activities and incorporation of lessons learned from the DFLAW permitting activities to minimize impacts to design construction and operation.
DFHLW feed and associated points of compliance.
Document DFLAW and HLW oversight results within the Integrated Contractor Assurance (iCAS) database.
Brief AMWTP management and Core Requirement owners on oversight results, technical issues, and options for resolution, and facilitate decision-making.
Prepare weekly and monthly reports that document the effectiveness of AMSE’s oversight of the contractors’ environmental compliance and regulatory permitting/inspection activities.
Maintain regulatory inspection/permit correspondence logs to track, manage, and complete ECD actions and activities.
Follow-up on AMSE issues, adverse conditions, and other areas of concern.
Participate in weekly coordination meetings.
Participate in Integrated Project Teams (IPT).
MINIMUM QUALIFICATIONS REQUIRED
Education – BS/BA degree in engineering or physical science.
Experience – Ten (10) years of relevant experience.
Highly experienced in Environmental Compliance, regulatory implementation, and regulatory permitting/field oversight/inspection activities.
Capable of reading, interpreting, and understanding DOE environmental and regulatory oversight/program policies and procedures.
Capable of reading, interpreting, and understanding DOE program and project management practices, policies, and procedures.
Expert writing skills, and proven experience in supporting programs and projects with analysis, tracking, monitoring, assessment, review, and coordination.
Familiarity with the DOE verification of readiness process
U.S. Citizenship
PREFERRED EXPERIENCE
Familiarity level knowledge of Safety and Health, Startup and Restart of Nuclear Facilities, Quality Assurance, and Nuclear Safety-related controls and requirements.
Working level knowledge of Hanford Site mission, activities, and priorities.
A knowledge of Microsoft (MS) 365 Word, PowerPoint, TEAMS, and/or other MS Office tools.
Excellent verbal and communication skills.
Compensation
Salary is commensurate with education and experience and may range between $90,000 to $180,000 annually.
