We are seeking an ENVIRONMENTAL COMPLIANCE AND AREA COMPLETION PROJECT (EC&ACP) DEACTIVATION AND DECOMMISSIONING (D&D) ADVISORY ENGINEER with the following qualifications:
DUTIES (GENERAL):
Initiate own technical programs and make recommendations to management on technical programs based on analysis of customer needs and technology trends, reach solutions to the most complex technical problems in field(s) of expertise and to influence solutions in neighboring disciplines.
Apply technical experience in field of specialization or broad-based experience in multiple technical fields and use other technical resources in the company and external resources, to resolve complex problems. Incorporate advanced technical practices and a variety of complex features such as complicated technical requirements, application of new or special materials or processes and difficult coordination or oversight requirements into problem solving and program planning.

Provide leadership in determining solutions to complex problems and is recognized as having expertise in a functional area of technical specialization. Recommend research programs for others in group and assist in that planning. Develop solutions to the most complex technical problems in areas of expertise and in adjacent technical fields, influence technical direction of other parts of the department, acts as a technical communicator across disciplines to optimize the creative solution of technical problems. Conceive needed programs for self and for others in the department. Put needs in perspective with
regard to other technical needs at SRNS. Sponsor new ideas in the department Prepare plans including schedules, budgets and personnel requirements for solving major technical tasks for division. Develop schedules, monitor progress, monitor expenditures of budget and review quality of work performed. Include research, development, testing, quality assurance requirements. Communicate results verbally and in manuscripts form. Report regularly the results and represent SRNS and SRS in technical areas to oversight groups and professional societies. Mentor less senior professionals in communication
skills. Maintain excellent technical credibility by contributing significantly toward meeting Site missions and goals which may be demonstrated by issuing reports, making presentations, and /or involvement in national technical organizations. Mentor less senior professionals as a means of transferring technical knowledge and insight. Recommend engineering and technology research, development and application programs for others and assist in the planning of such programs. Demonstrate commitment to TQ concepts by active leadership leading to successful implementation of Division and Department TQ
Initiatives. Be a resource for TQ initiatives in Department and Division.
DUTIES (SPECIFIC FOR THE POSITION):
Provide D&D Advisory Engineering staff augmentation to SRNS. Primary responsibilities include engineering analysis; walkdowns; modification traveler development; strategic direction, guidance, and recommendations to line management and D&D project management; presentations to D&D stakeholders as well as Federal and State regulatory bodies; technical input/review and guidance to development of statement/scope of work documents, deactivation end points documents, decommissioning end points documents, cost estimates, Comprehensive Environmental Response Compensation and Liability Act documents including but not limited to an Removal Site Evaluation Reports /Engineering Evaluation /Cost Analysis, and general technical reports; knowledge transfer activities with less senior engineers assigned to D&D projects. The EC&ACP D&D Advisory Engineer will develop technical deactivation and decommissioning solutions to excess contaminated facilities that must be placed in (a) low-cost surveillance and maintenance state while awaiting funding for decommissioning or (b) final end state. Solutions must be technically sound, effective, implementable, cost efficient and have a reasonable chance of stakeholder and regulatory acceptance. Engineering services shall be provided using SRNS processes and procedures including Manual 1C, Manual E7, and document templates and guidance found in the EC&ACP Regulatory Document Handbook. Programmatic guidance will be provided by SRNS.
REQUIRED QUALIFICATIONS:
Education:
Typically an advance degree and experience - PhD degree and about 15 years experience, MS degree and 17 years experience, BS degree and about 21 years experience.
Experience/Skills:
Candidate must demonstrate fifteen (15) years of direct D&D engineering in the nuclear or process chemical industry.
Candidate must be able to perform weekly field walkdowns of the job sites for the engineering work being performed. These walkdowns may involve construction sites with uneven surfaces and work in progress, climbing of ladders to access remote areas, dressing out in protective clothing.
Candidate must be able to produce written documents with clearly organized structure and grammar.
Candidate must communicate orally with management, project team members, DOE Customers and State and Federal regulators.
Must be able to pass SRS Radiological Worker Training, if required.
Clearance:
• Candidate must be able to obtain and maintain a DOE “Q” security clearance. An active DOE clearance is not initially required to perform assigned duties. After award, the selected candidate will be notified when to apply for a clearance based on specific work assignments.
PREFERRED QUALIFICATIONS:
Preferred candidates
• have SRS facility specific D&D experience and knowledge of the 1C Facility Disposition Manual
• familiarity with DOE Orders/guides, Environmental Protection Agency and South Carolina Department of Environmental Services Regulations about Environmental Remediation and Facility Disposition
• familiarity with SRS procedures, engineering, operations, and protocols/processes
• Radiological and/or nuclear facility experience
• have possessed an active DOE clearance (L or Q) within the past two (2) years

US Citizen
Duration of the Contract:
One (1) year with the option to extend for two (2) additional one (1) year option years. Option Periods are not guaranteed and are executed at the discretion of the Hiring Manager. Estimated Hours Per Year: 2,000 ST 400 OT
Onsite or Remote:
Local candidates or willing to relocate at the candidate's expense. Onsite required.
