RFQ# 1295 / contract: 1 year w/ 2 opt years / Deadline 2/13/2025


SUMMARY:
Manage the planning, scheduling, costs, safety, quality, and technical field support for installing project and maintenance work activities on multiple multi-million-dollar projects to meet or exceed customer's expectations for the SPD Project.
Serve as a project team member and design review board for each project from inception to closeout and ensure the highest quality, most economical, timely, and practical design and construction product possible.
Coordinate construction outage schedules, cost controls, priorities, and planning with project management and plant schedulers to achieve successful implementation.
Resolve substantial quality control and quality assurance issues and recommend corrective action if necessary. Coordinate with Design Engineering to schedule complex design outputs and provide design with the input required to resolve design changes and improve constructability. Promote increased productivity and safe work practices to maximize the use of resources and eliminate injuries.
Foster a "team concept" when interfacing with Operations; the Department of Energy, another department, and divisions attend scheduled and unscheduled meetings, provide reports on construction activity, and identify, address, and resolve complex problems. Review and approve job plans, permits, material requisitions for capital expenditures, schedules/schedule changes, and miscellaneous documents, ensuring accuracy, practicality, economics, and impact on different projects.
Manage a staff of personnel assigned to capital projects and maintenance activities and attend to their development, training, evaluations, evaluations, career progression, and problems. Identify and act on engineering and material restraints to critical jobs through meetings, discussions, and reports and verify that proper tools are in place to clear restraints.

REQUIRED QUALIFICATIONS:
Education/Experience:
Bachelor's degree in a technical discipline and 11 - 13 years of practical experience in
Construction.
OR
An associate degree and 13 - 15 years of practical experience are equivalent.
OR
A high school diploma and 15 - 18 years of practical experience would be considered
Equivalent.
In-depth knowledge of construction, cost and scheduling, subcontract administration
and the ability to develop or evaluate construction strategies and techniques. A comprehensive knowledge and understanding of project management and project planning at the tactical level would be ideal, along with a knowledge of operations, maintenance, or project startup and construction management and
construction subcontracts.
Experience with civil system installation/modification designed and constructed per national codes and standards, including ACI, ASTM, etc.
Experience with reinforcement installations and concrete placements per ACI code requirements
Ability to develop installation/modification work instructions and plans, including originating, revising, and closing the work package.
Experience performing task-specific hazard analysis for construction activities. This includes work scope walkdown, identifying the hazards, working with Subject Matter Experts to specify controls, and incorporating the controls into the work instructions.
Ability to perform field walk-downs to document as-installed conditions and to inspect equipment condition.
Knowledge of nuclear facility design, including the application of safety class and safety-significant codes and standards
Ability to prepare/revise construction plans, develop schedules, monitor progress, monitor budget expenditures, and review the quality of work performed.
Candidate must be able to obtain and maintain a DOE “Q” security clearance.
Civil – Experience with civil and architectural installation/modification designed and constructed by national codes and standards, including IBC, ACI, AISC, OSHA
Current or previous qualifications as a peer inspector is preferred. Current SC Professional Engineering License (preferred)
Previous experience working in a nuclear industry/facility. (preferred)
Previous experience performing work planning, job hazards analysis, material procurement, or piping system installation and testing utilizing SRNS-specific processes, programs, procedures and systems. (preferred)
