Senior Business Analyst - Planner Scheduler

SUMMARY:
Responsible for organizing, developing, analyzing, and maintaining project controls and financial analysis or estimation applications needed to monitor established objectives and prepare status and management reports that identify variances in the work execution strategy while recommending solutions. Provide management with the ability to maintain cost and schedule control throughout the life cycle of a complex project or work activity.
Under limited supervision, performs moderately complex Planning & Scheduling activities. These activities include but are not limited to: - Developing, analyzing, implementing, and maintaining complex divisional or project logic-driven, integrated, resource-loaded schedules through short, mid-range, and long-range planning. Formulating and defining schedule logic ensures baseline milestones and award fee objectives are met. Analyzing schedule performance for progress and trends and recommending corrective actions to eliminate or mitigate potential problems or constraints. - Reviewing established planning technology and methodology.
Recommending improvements or alternatives to maximize the utilization of department schedules.
and resources. - Demonstrating proficient ability and knowledge in developing project milestone schedules to create optimal conditions and effectively utilize resources. Assisting in establishing project milestones for specific scheduled activities and obtaining management concurrence when necessary. - Analyzing variances from the schedule baseline and recommending corrective action to management. - Providing supervision and guidance to others in planning and scheduling activities and oversight and monitoring of essential or critical planning activities.
Maintaining significant involvement in regular interfaces with all levels of management. Leading schedule review meetings or assuming primary responsibility for the scheduling portion of the division, department, or project Plan of the Day Meeting (POD). Providing and disseminating guidance, instruction, and rules for proper and effective scheduling practices within the assigned area. May assume a lead role in the planning/scheduling of a large project, facility, or department program.
REQUIRED QUALIFICATIONS:
Education/Experience:
A master�s degree in business, construction management, technical, engineering or a related
area and 2 years of practical experience.
OR A
A bachelor's degree in business, construction management, technical, engineering, or a related area and five years of practical experience would be considered equivalent.
OR AN
Associate degree and 8 years of practical experience are equivalent.
OR A
High school diploma and 12 years of relevant experience would also be considered equivalent
Possesses strong personal computer skills.
Requires considerable proficiency in the use of automated accounting, budgeting, cost
management and estimating systems as tools for performing required duties
Working knowledge and understanding of project management and cost and schedule control at the tactical level is necessary, along with a knowledge of operations, maintenance, or project startup and construction.
Estimating Specialty � Demonstrated skill in conceptual estimating, coordination with technical personnel, interfacing with engineers, knowledge of field construction techniques, labor, and equipment requirements.
Ability to apply concepts and methods to quantify work condition impacts on costs is necessary
Knowledge of data integration from schedule to cost processor (e.g. COBRA)
