Senior Quality Control Engineer
US Citizenship Required - 1 position

SUMMARY:
Define scope of technical and quality engineering programs and develop effective, quality solutions to challenges which involve unique or controversial problems. Creatively meet all company and industry requirements and apply site systems to achieve quality, cost-effective, and timely results. Give quality guidance to less senior professionals on related tasks.
Apply technical and quality engineering experience in field of specialization to resolve complex problems. Incorporate advanced technical and quality engineering practices and a variety of complex features such as: complicated technical requirements, application of new or special materials or processes, and difficult coordination or oversight requirements into problem solving and program planning. Provide leadership in determining solutions to complex problems and be recognized as having expertise in a functional area of technical and quality engineering specialization.
Provide direction and position responsibility both inside and outside department lines on programs seeking new approaches to problems and new application of existing engineering and quality assurance principles; evaluate the results of programs through surveillances, monitoring, assessments, and reviews; prepare reports and recommendations based on these evaluations; and identify and recommend improvements where established technology, methodology, and procedures are inadequate for solution. Keep informed of the advancement of technology and requirements as applied within one's area of specialization and expertise.
Develop QA programs and procedures and ensure compliance and effective execution of technical and quality assurance requirements within the assigned facility or program area. Be accountable for compliance with the approved schedules and that personnel under one's technical guidance are appropriately trained and effectively utilized.
Prepare plans including schedules, budgets, and personnel requirements for solving technical and quality engineering tasks identified by management. Develop schedules, monitor progress, monitor expenditures of budget, and review quality of work completed to ensure that technical and quality requirements are met.
Serve on a Facility Review Board, providing QA expertise in support of facility start-up and/or operation. Support facility/project needs within the assigned area by conducting procurement, procedure, and work package reviews.
Communicate objectives and results to customers, colleagues, and management. Prepare reports, professional papers, and articles for internal publication; occasionally prepare reports for external publication. Communicate with DOE-SR personnel regarding QA Program and corrective action status.
Enhance expertise in field through leadership in local technical societies. May also participate in national technical societies, advanced studies, or national consensus standards committees.
Demonstrate commitment to TQ concepts by active participation and successful implementation of Div./Dept. TQ initiatives.
Serve as a QA expert in evaluating the QA Programs of major program participants, including subcontractors and suppliers, in order to recommend corrective actions, redirect efforts, and provide judgment regarding a project or facility's potential for success. Present findings to program or facility management and Site QA.
Perform other duties as assigned by management.
This is a hybrid position, working both on-site (SRNS/SRPPF) and remotely or from an alternate location (e.g., traveling to a supplier facility to support oversight activities). Remote work/alternate location assignments could be for durations of up to two (2) weeks supporting supplier oversight, but this is not a resident position.
REQUIRED QUALIFICATIONS:
Education/Experience:
Candidate must meet at least one of the following requirements:
Ph.D. in Engineering/Science with 5 years of Quality Assurance, Quality Control, or Engineering experience in Operations, Maintenance, Construction, or Industrial Manufacturing
M.S. in Engineering/Science with 8 years of relevant experience
B.S. in Engineering/Science with 10 years of relevant experience
Non-technical degree with 13 years of relevant experience
At least 16 years of multi-disciplined professional QA or engineering-related experience with increasing responsibility in operations, maintenance, construction, or manufacturing environments, of which 10 years must have been in a senior role
Practical experience in quality control, work control, materials management, civil/structural, mechanical, maintenance, construction, or related areas
Ability to perform weekly field walk-downs of job sites involving engineering work; may include construction sites with uneven surfaces, walking distances over half a mile, and climbing ladders to access remote areas
Previous mechanical and welding inspection or surveillance experience
Current or prior certification as a lead auditor preferred
Welding and fabrication inspection experience preferred
