ANR Group Inc is accepting resumes for a Licensing Engineer II Located in Richland, WA.
The hourly rate range for this position is $45-$58 per hour (plus full benefits). This position is initially expected to be a one year assignment, and does qualify for per diem.

DESCRIPTION OF WORK – SPECIFIC
Provide regulatory support for significant station initiatives and/or client’s objectives. This includes interface with Engineering Projects team members, other plant organizations, representatives of supporting vendors, peers in industry and the Nuclear Regulatory Commission. This individual provides the regulatory and technical support detailed below for assigned tasks following defined station processes. At the Engineer II level this requires the ability to perform moderately complex tasks with a moderate level of independence.
• Support project efforts by identifying applicable regulatory requirements and precedents and providing input, review and maintaining awareness of project activities and documentation to ensure alignment.
• Working with technical staff and the existing plant licensing basis, review project activities and documents to assess whether or not licensing basis changes are required.
• Support project-driven licensing basis changes by authoring and/or reviewing changes to the licensing basis that run the range from licensee authorized changes to NRC approved changes.
• Provide lifecycle support for moderately complex licensing actions under NRC review including developing responses to NRC requests, and supporting direct NRC interface through audits, clarification calls and public meetings.
• Working with project management staff perform defined actions necessary for successful implementation of NRC approved licensing actions.
• Participate in peer and industry groups to gain insights and provide counsel to ensure project activities remain compliant with an evolving regulatory framework.
• Support Engineering Projects team members by offering project level SME support for regulatory related project needs including training and advising team members on regulatory fundamentals/processes.
• Provide regulatory and technical support to existing plant regulatory and technical organizations for moderately complex (normal and emergent) station needs.
REQUIRED EDUCATION and EXPERIENCE
• Requires a Bachelor’s degree in Engineering from an accredited college or university and three years of engineering experience in a technical environment, at least two of which must be in a Department of Energy or Nuclear Regulatory Commission regulated nuclear environment
• OR a PE license obtained by accredited examination and five years of engineering experience in a technical environment, at least two of which must be in a Department of Energy or Nuclear Regulatory Commission regulated nuclear environment.
• A high school diploma or GED is required.
• Requires knowledge and ability to apply advanced engineering techniques, practices and theories, and methods to identify and solve moderately complex problems.
• Ability to apply engineering principles outside of specialty area and train others on matters related to Regulatory Affairs.
• Requires ability to use standard Microsoft Office suite products.
• Requires effective written and verbal communication skills with ability to cater to audiences which are non-technical or have varying levels of technical proficiency.
DESIRED EDUCATION and EXPERIENCE
• Experience in processing changes to or maintaining 10 CFR Part 50 or 10 CFR Part 52 licensing basis documents, especially complex changes to the licensing basis (e.g. power uprates or license renewals) requiring NRC approval.
• Experience participating in licensing related NRC interactions such as pre-submittal meetings and audits.
• Nuclear power plant operators license, basic/specialized plant engineering qualification or general plant certification.
• One diverse assignment is preferred.
• Basic understanding and use of company Core Values including Teamwork, Accountability, Mutual Respect and Trust, and Safety.
• Demonstrated operational experience in lieu of Senior Reactor Operator license or certification.
Ability to manage multiple tasks with overlapping schedules and varying priorities, recommending schedule/priority.
• Experienced user of Adobe Pro and other general business software.
• Previous work experience in nuclear compliance or licensing.
• Strong questioning attitude and attention to detail.
