Subcontractor Technical Representative (STR)

We are seeking a Subcontract Technical Representative (STR) to support N3B in a direct role! This position is full-time and will be based out of Los Alamos, New Mexico.

Responsibilities

Responsible for the field oversight and coordination of a given subcontract assigned by designating authority.

Coordinates technical oversight, appropriate training, site orientation, work package/procedure development, SME reviews and site access to assigned subcontractor(s).

Coordinates with SR, stakeholders, SMEs and requestors on pre-bid walk downs, meetings, oversight and execution schedule as required.

Provides input to the Subcontract Representative (SR) in the development of statements of work, contract exhibits, technical evaluations and schedules as needed.

Provides oversight of subcontractor compliance with safety, quality, cost, schedule, security and environmental performance within the terms of the contract and N3B program compliance.

Conducts field oversight of subcontractor activities, attends pre job briefing, and safety, event notification and fact-finding meetings as required.

Coordinates self-identified or subcontractor-identified SOW changes with the Project Manager, Subcontract Administrator and exhibit SMEs.

Maintains and ensures effective communication between the subcontractor and the N3B organization.

Coordinates closeout activities with the subcontractor and documents the completion of the fieldwork.

Maintains a current field file containing all documentation related to the subcontract.

Performs accounting duties to include accruals, man-hour reports and invoice reviews and approvals.

Coordinates subcontractor badging, TLDs, internal work permit reviews, submittals and approvals.

Tracks deliverables as required by the subcontract.

Performs additional duties as assigned.

Requirements

Education & Years of Experience – Bachelor’s Degree in a technical discipline and 10+ years of relevant experience.

Citizenship – To be considered, you must be a United States (U.S.) citizen due to the federal nature of the work.

Clearance – To be considered, you must be able to obtain and maintain a government issued clearance, if needed.

Must be able to develop and apply highly advanced principles, concepts and techniques of project management.

Skill and ability to perform critical strategic tasks, interpret broad strategic and technical requirements through development and execution.

Experience in leading integrated project teams and stakeholders to implement the appropriate path to achieve regulatory closure of each site.

Excellent technical leadership and expertise specifically in the subject matters related to waste management (both radioactive waste and hazardous waste), RCRA, environmental site investigation, characterization and remediation, as appropriate for the specific position.

Excellent writing and planning ability to develop and review project documents.

Excellent coordination and communication skills to support project meetings with stakeholders.

Effective interpersonal skills (e.g. ability to lead a team, work as part of a team, communicate, work/interact effectively and amicably with people from diverse backgrounds and cultures and with diverse personal attributes).

Strong organizational, time management and attention to detail with the ability to exercise independent judgment.

Ability to set an agenda, organize and lead meetings with N3B, subcontractor management, SME’s and field personnel to reach consensus and furthering project goals.
