Job Summary
We are seeking a highly experienced and detail-oriented Chief Estimator to lead all cost estimating activities for projects within the nuclear power industry. This senior leadership role is responsible for overseeing all aspects of cost estimation for complex nuclear construction and maintenance projects, ensuring accurate, competitive, and timely proposals. The Chief Estimator will collaborate closely with project management, engineering, procurement, and executive leadership to support business development and successful project execution.
Key Responsibilities
� Department leadership: Lead and manage the Estimating Department, overseeing staffing, budgeting, and performance management. Provide mentorship and strategic guidance to team members, promoting best practices, standardized processes, and a culture of continuous improvement. Direct the preparation of detailed cost estimates for nuclear construction, maintenance, and decommissioning projects. Train and develop junior estimators, ensuring consistency in methodology and supporting their professional growth.
� Estimate Development: Lead the preparation of detailed, accurate cost estimates for bids and contracts by analyzing project specifications, drawings, and technical documentation. Calculate costs for labor, equipment, materials, and overhead, ensuring completeness and accuracy. Oversee the development of Request for Proposal (RFP) responses to produce competitive and compliant bids. Maintain and update unit cost databases, estimating tools, and historical cost records. Prepare estimate reviews, cost reports, and executive summaries for leadership and client presentations.
� Strategic Oversight: Develop and implement estimating policies and procedures to drive consistency, accuracy, and competitiveness. Leverage market trends, historical data, and cost analysis to inform bidding strategies and assess project feasibility.
� Risk Management: Identify and evaluate project risks, opportunities, and alternatives to support the development of competitive and realistic pricing strategies.
� Stakeholder Collaboration: Partner with project managers, engineers, supply chain specialists, and other key stakeholders to ensure estimates align with project objectives and client expectations.
� Vendor and Subcontractor Management: Build and maintain strong relationships with suppliers and subcontractors to secure competitive pricing and ensure the timely availability of materials and services. Review and assess subcontractor and vendor proposals, collaborating with procurement teams to solicit and analyze quotes.
� Proposal Preparation: Lead the development and presentation of comprehensive proposals and bids for clients and senior leadership. Support business development efforts through pre-bid strategy, client engagement, and value engineering input.
� Compliance and Safety: Ensure all estimating activities comply with company policies, industry standards, and regulatory requirements. Maintain awareness of safety protocols and current nuclear sector regulations (e.g., NRC, DOE, OSHA). Unescorted access to nuclear facilities may be required.
Qualifications
� Bachelors Degree in Engineering, Construction Management, or related field (Masters preferred).
� 10+ years of estimating experience in the nuclear construction sector.
� 5+ years in a senior or lead estimator role with direct project oversight responsibilities.
� Extensive knowledge of nuclear safety regulations, QA/QC standards, and industry-specific codes.
� Strong proficiency in estimating software (e.g., Bluebeam, Sage Estimating, or equivalent).
� Solid understanding of cost control, risk management, and scheduling integration (Primavera P6 or MS Project experience a plus).
� Proven ability to lead high-performing teams and manage multiple concurrent estimates.
� Excellent written and verbal communication skills for internal coordination and client interfacing.
� Must be able to obtain security clearance or pass background checks for work on nuclear facilities.
