Overview
The Business Analyst Fellow Advisor provides strategic advice and technical leadership for complex Project Controls, Financial Analysis, and Planning & Scheduling activities in support of major DOE initiatives. The incumbent will lead multi-disciplinary teams, mentor project controls staff, develop project baselines, and guide SRNS management on cost, schedule, and performance improvement strategies.
This role combines advanced financial, analytical, and project management capabilities with deep familiarity in the DOE nuclear environment.
Primary Duties and Responsibilities
Provide strategic advice to management regarding execution of project and program plans.
Develop, implement, and direct total project/program control for major work scopes.
Develop and maintain resource-loaded schedules in Primavera P6, performing forecasting and critical path analysis.
Demonstrate creative ability in developing baseline plans, milestone schedules, WBS structures, and spend plans.
Execute risk management, change management, and budget control activities.
Provide state-of-the-art technical expertise in project control, financial analysis, and planning/scheduling.
Lead variance analysis, develop corrective action strategies, and present results to senior management.
Train and mentor staff in Project Controls, Financial Systems, and Planning & Scheduling methodologies.
Deliver concise and accurate presentations to internal/external customers on project implementation, financial status, and strategic initiatives.
Conduct highly complex analysis involving multiple financial and technical disciplines, applying innovative solutions to achieve milestones ahead of schedule.
Act as a business and financial advisor to project and senior management, peers, and customers.
Develop and deliver training programs related to Project Controls and Financial Systems.
Maintain proficiency with SRNS Site Business Systems and identify opportunities for process improvement.
Manage budgets, provide status reports, and ensure alignment with DOE and NNSA project controls standards.
Work Schedule
A 40-hour work week is scheduled. SRNS utilizes various work schedules, including:
5/8s: 8 hours/day, five days per week
4/10s: 10 hours/day, four days per week
9/80s: Alternating 9-hour days (five days one week, four the next)
Each workday includes a 30-minute lunch break. Overtime may be required at the discretion of management to meet deliverables.
Required Qualifications
Education & Experience:
Master’s degree in Business, Construction Management, Technical, Engineering, or a related field and 17 years of practical experience;
OR Bachelor’s degree and 21 years of experience;
OR Associate’s degree and 23 years of experience;
OR High school diploma and 24 years of relevant experience.
Bachelor of Science required.
Expert proficiency with automated accounting, cost management, scheduling, and estimating systems.
Proven experience analyzing costs, budgets, funding, estimates, and financial trends to forecast and summarize project performance.
Demonstrated expertise in project controls, planning, scheduling, and financial analysis for complex DOE or nuclear projects.
Strong self-management and problem-solving skills; able to interpret complex data and apply advanced theories to resolve issues.
Experience developing key strategies for DOE or external partners supporting project controls and financial objectives.
Leadership experience in supervising and mentoring project controls and financial staff.
Required: Nuclear industry experience – DOE complex preferred.
Preferred:
Project controls, project management, and construction experience.
Earned Value Management experience.
P6 scheduling training.
Work Requirements
Security Clearance:
Candidate must be able to obtain and maintain a DOE “Q” security clearance.
