Position Overview
The Fellow Technical Advisor serves as a senior subject matter expert providing strategic, technical, and project execution advisory support across high-visibility nuclear facility and capital line-item projects. This role supports project and program leadership with deep expertise in DOE/NNSA project management, EVMS, and complex nuclear operations.
Duties
Provide expert project management support in the areas of scheduling, estimating, planning, project execution and strategic planning.
Perform major organization assessments, project leadership assessments, and NNSA HQ interface to the SRPPF organization.
Provide mentoring to project/program managers and project control personnel in 413.38 implementation, project execution, Independent Project Reviews (IRR), Annual Project Reviews (APR) and EVMS.
Lead and/or participate in major project reviews such as contractor red/green team reviews ahead of IPRs, APRs, ICE, preliminary/final design and CD-3x packages submittals.
Provide consultation on all aspects of the plutonium facility operations to include multi-shift operations, BG operations (acquisition/operability/constructability), waste management and radiological operations.
Advise and support management in development of integrated team structure, leading identification of mission objectives and performance evaluation.
Provide oversight of support operations, possible involving multiple projects and groups of personnel.
Develop a training program and provide training to project management and project controls personnel.
Work Hours: Up to a 40-hour work week is scheduled.
Telework: Service providers may be authorized to work remotely (where remote work may be possible) via teleworking from an offsite location in compliance with respective TOA. Service providers shall comply with SRS 5B manual, Section 2-18, Telework.
Travel: Travel to SRS is required up to 25%. Subcontractors should consider business travel costs to and from SRS when submitting candidates.
REQUIRED QUALIFICATIONS: EDUCATION & EXPERIENCE
Education: Master’s degree in a technical field with 25 years broad experience in engineering, operations, marketing, strategic and business planning, or a bachelor’s degree in a technical field with 30 years’ experience as described above.
20 or more years of experience working in nuclear facilities or on nuclear projects.
15 or more years of 413.3B project management experience
5 or more years of experience on NNSA/DOE capital line-item projects
20 or more years experience developing and providing training
Key role in EVMS Certification at 1 or more DOE sites
Experience/Skills: 10 or more years working at the Savannah River Site is preferred
OTHER REQUIRED QUALIFICATIONS
Area Security Access: Candidate must be able to obtain and maintain a DOE “Q” security clearance. An active DOE clearance is not initially required to perform assigned duties. After award, the selected candidate

PMP Certification
PE License in the state of SC
Active DOE “L” or “Q” security clearance

Additional Duties
Preferred: Minimum 10 years of DOE O 413 experience
Preferred: Minimum 10 years of EVMS experience or EVMS Certification experience at 1 DOE site
Preferred: Direct experience with Capitol Line-Item Projects
Preferred: Q clearance
Preferred: Extensive knowledge of the DOE complex and funding cycles
