SUMMARY
Plans, coordinates, and executes complex, specialized assignments within facility or process startup, operations, maintenance, and testing. Applies advanced startup engineering methods to solve technical problems and resolve discipline-specific questions. Uses established and modified startup engineering theories, principles, and practices. Receives direction from the Manager of Startup or a Startup Engineering Manager.
Provides technical advice on assigned tasks. Develops and evaluates plans and discipline-specific criteria for project activities. Interprets new or unique regulations, codes, standards, criteria, and performance data. Participates in educational and training programs as directed. Maintains current knowledge of new concepts, approaches, and solutions within the technical specialty. Assists with project design reviews and preparation of project operations manuals. Prepares and delivers presentations to management and others as assigned. Supports contract proposal development. Provides technical direction and on-the-job training to project personnel. Performs field consulting services as needed.
REQUIRED QUALIFICATIONS
Education and Experience
� Bachelor�s degree in a technical discipline
� Eight to ten years of practical work experience in startup, operations, maintenance, or testing
� Basic knowledge of industry or regulatory standards
Technical Knowledge
� Knowledge of construction or field engineering
� Knowledge of engineering systems and startup/test method applications
� Knowledge of code, mathematics, and computers
� Basic communication skills
Commissioning/Startup Expertise
� Technical knowledge of Commissioning and Startup Testing
� Experience in the following areas:
� Conduct of Startup Testing
� Design reviews
� Procedure development
� Test execution
� Demonstrated experience using and implementing Manual 5E, Startup Test Program, or an equivalent Commissioning/Startup program
� Demonstrated experience developing, reviewing, approving, and presenting Technical Work Documents or Commissioning Test Procedures
Performance Requirements
� Demonstrated accountability for schedules, deadlines, budgets, and safe work performance
� Ability to obtain and maintain a DOE Q clearance
� Minimum of one year of recent testing experience supporting the DOE or the commercial nuclear industry
Preferred (Not Required)
� Commissioning/Startup testing execution qualification(s) Level II or III per ASME NQA-1 test program
