System One is seeking a senior-level Licensing Engineer to support our client within the commercial nuclear industry.
Position Summary:
Under infrequent supervision, the Licensing Engineer 4 provides senior-level licensing expertise for complex regulatory projects while ensuring compliance with nuclear safety and licensing requirements. This role supports the development of high-quality regulatory submittals, provides tactical and technical regulatory guidance, and interfaces with regulatory agencies and industry groups on assigned activities. This position will be based full-time in either Rockville, MD or our clients future Tennessee office (Chattanooga or Oak Ridge).
Essential Duties and Responsibilities:
Support resolution of complex licensing and regulatory issues to ensure compliance with applicable requirements.
Provide regulatory guidance to internal project teams and management on licensing strategy, interpretation, and implementation.
Oversee licensing programs, schedules, and regulatory engagements.
Support regulatory meetings and hearings as needed.
Interface with clients and support client-related licensing activities.
Manage inputs to regulatory applications and other licensing processes.
Interface with industry groups and provide support as assigned.
Ensure licensing submittals are complete, accurate, and aligned with strategy, commitments, and regulatory requirements.
Prepare, edit, and review regulatory submittals and associated documentation.
Develop regulatory strategy based on industry guidance and independently analyze technical and regulatory information.
Ensure compliance with applicable regulations, codes, and standards.
Assist in developing, implementing, and maintaining procedures to support compliant, standardized work practices.
Allocate work and manage project schedules.
Implement lessons learned and industry best practices.
Domestic and international travel required.
Perform other duties as assigned.

Minimum Qualifications:
Bachelors degree in Engineering, Engineering Technology, or Science required; advanced degree preferred.
Minimum of 10 years of licensing experience in the nuclear industry (8 years with advanced degree). Experience may include nuclear power plants, reactor suppliers, or nuclear architect-engineering firms.
Experience with regulatory agency interactions preferred.
Knowledge of project management systems preferred.

Must be eligible to work under DOE 10 CFR Part 810.

Frequent sitting, standing, walking, bending, and use of office equipment.
Ability to travel nationally and locally.
