Advisory Engineer – Project Engineer
Onsite, Aiken SC
Estimated pay rate: 135/hr with full benefits package
Overall Role Summary
This role functions as a senior technical leader and project engineer providing high-level engineering direction, program planning, and technical problem solving for complex projects. Responsibilities blend both the Advisory Engineer and Project Engineer scopes, including engineering integration, project execution, technical leadership, and broad programmatic contributions across the site.
Duties and Responsibilities
Technical Leadership and Program Direction
Initiate technical programs and make recommendations to management based on customer needs and technology trends.
Solve the most complex technical problems within specialized disciplines and influence solutions in adjacent fields.
Apply advanced technical practices, complex design requirements, and new or special materials or processes.
Conceive and plan technical programs for self and others, including schedules, budgets, personnel needs, testing, QA, and reporting.
Represent the organization in technical areas to oversight groups and professional societies.
Prepare and deliver reports, manuscripts, and presentations.
Maintain strong technical credibility through publications and involvement in national technical organizations.
Mentor less senior professionals to develop technical judgment, communication skills, and discipline knowledge.
Project Engineering and Management
Integrate and manage engineering activities for assigned projects, including establishing design criteria, schedules, resource forecasts, and priorities.
Provide engineering and project management tools and methods to support ongoing and future projects.
Manage project tasks, deliver results, and meet cost and schedule baselines.
Provide overall engineering and design direction, leadership, and management for assigned projects.
Integrate engineering resources and establish engineering tools needed for execution of technical tasks.
Provide administrative guidance to engineering leads and managers.
Manage document control, project controls, quality engineering, and related support functions.
Resolve conflicts between project direction and technical direction from functional managers.
Participate in department and site-wide issue resolution and quality improvement initiatives.
Evaluate subcontractor tasks to ensure design output meets technical, cost, and schedule requirements.
Establish design baselines and recommend authorizations for new work or changes.
Evaluate project cost and schedule variances and implement corrective actions.
Review cost accounts for procurement of engineered materials.
Establish clear scope of work and ensure firm customer requirements are developed.
Cross-Discipline Coordination and Team Development
Act as a technical communicator across disciplines to optimize creative problem-solving.
Work with diverse teams across engineering, operations, QA, test, and facility personnel to deliver project results.
Build and develop high-performing engineering teams.
Demonstrate leadership supporting Total Quality initiatives across the department and division.
Education Requirements
BS in Engineering or current registration as a Professional Engineer.
Advisory Engineer qualification levels:
PhD with approximately 15 years of experience
MS with approximately 17 years of experience
BS with approximately 21 years of experience
Experience Requirements
The following experience is required:
Leadership of engineering and design direction for major projects.
Management of engineering resources, design criteria, schedules, tools, and task prioritization.
Oversight of document control, project controls, and quality engineering functions.
Resolution of conflicts between project direction and technical direction.
Participation in programmatic issue resolution and quality improvements.
Subcontractor oversight for technical, cost, and schedule performance.
Establishing design baselines and evaluating cost and schedule variances.
Experience with EVMS.
Experience working with multidisciplinary teams.
Work Requirements
Ability to perform field walk-downs in active construction or industrial environments, including uneven surfaces, climbing ladders, significant walking distances, wearing protective clothing, and respirator use.
Ability to produce high-quality documents, reports, procedures, and communications.
Ability to coordinate with engineering, operations, QA, test personnel, and management.
Ability to mentor junior team members.
Travel requires prior procurement approval and must be added to the Task Order Authorization. Travel to conferences or trainings is not reimbursable.
Work Schedule
Up to 40 hours per week.
Schedules may include 5/8s, 4/10s, or 9/80s.
Overtime may be required to meet deliverables.
Security and Facility Requirements
Must be able to obtain and maintain a DOE Q clearance.
Clearance with DOE or NNSA.
Candidates who have held an active DOE clearance within the past two years are preferred.
