DUTIES
The Social Media Manager at U.S. Special Operations Command (SOCOM) Public Affairs Office is responsible for developing, implementing, and managing SOCOM’s social media strategies and initiatives to enhance its digital presence, inform the public, and support operational communication goals. This role requires an experienced professional with an in-depth understanding of military communication protocols, social media trends, and public relations strategies, particularly within a high-security and high-stakes environment. The Social Media Manager will serve as the primary point of contact for all social media efforts and will work closely with the public affairs office, leadership, and other communication teams to ensure the command’s messages are effectively conveyed to various audiences.

Key Responsibilities:

Social Media Strategy Development and Execution
Develop and implement SOCOM’s social media strategy, ensuring alignment with command goals, operational objectives, and overall communication strategy.
Create, manage, and optimize content across all USSOCOM social media platforms (e.g., Facebook, Twitter, Instagram, LinkedIn, YouTube, TikTok) to amplify the command’s mission and achievements.
Collaborate with senior leadership to develop messaging that aligns with the command's goals and ensures clear, effective, and secure communication with internal and external audiences.

Content Creation and Management
Create, curate, incorporate and schedule engaging content for social media platforms, including graphics, videos, articles, and infographics that highlight SOCOM’s activities, missions, and personnel.
Inform the production of multimedia content (video, animations, infographics) tailored for social media campaigns, ensuring visual and messaging consistency with SOCOM branding.
Ensure all content is compliant with military/public sector standards and communicates with clarity, professionalism, and security in mind.
Support crisis communication and rapid-response messaging as needed.
Social Media Monitoring and Engagement
Actively monitor social media channels for mentions, engagement, and feedback from the public, government agencies, and other stakeholders analyzing the level of engagement with the command social media content and identify popular posts and topics.
Respond to inquiries, comments, and feedback in a timely and professional manner, maintaining a positive public image and effective communication.
Manage crisis communication on social media by responding to potential issues or misinformation, escalating concerns to senior leaders as needed, and following established protocols.
Generate social media sentiment trends and engagement metrics reports for leadership on n as needed basis and offer actionable insights based on the analysis to support strategic decision making within the command.

Analytics and Performance Tracking
Utilize analytics tools to assess public sentiment through social media platforms to gauge perceptions of military actions, initiatives, or leadership and measure and report on the effectiveness of social media campaigns.
Scan for and spot emerging issues or concerns in social media related to military operations, DOW policy, and geopolitical developments
Provide specific, and as needed social media analysis and performance reports to leadership, detailing metrics such as engagement rates, reach, and impact on public perception.
Continuously optimize content strategies based on data insights to improve engagement, visibility, and mission impact and provide actionable insights to PA leadership
Support the Director of Public Affairs through media research and analysis, proofreading, customer service, and general collaboration on Public Affairs initiatives.

Public Affairs and Cross-Department Collaboration
Work closely with subordinate commands, combatant commands, services, Office of the Secretary of War (OSW) Public Affairs and other components of the Department of War (DOW) Public Affairs teams to ensure coordinated messaging across all platforms.
Advise leadership on emerging trends, potential risks, and opportunities in social media communications.
Participate in internal meetings and provide expert advice on the integration of social media into larger communications plans and public relations efforts.
Provide social media research and analysis on key stakeholder activity to inform senior leadership.

Training and Mentorship
Provide guidance and training on social media best practices, content creation, and platform management to subordinate commands and other personnel within the Public Affairs Office or across the command.
Stay up to date with the latest trends in social media and digital marketing to ensure SOCOM remains at the forefront of innovative communication techniques.

Compliance and Security
Ensure all social media efforts comply with military regulations, security protocols, and relevant guidelines set by SOCOM and the DOW.
Maintain awareness of emerging security threats in the social media space and work proactively with security teams to mitigate risks.
Implement best practices for digital engagement, accessibility, cybersecurity, and content moderation

General Support
Perform any additional tasks and support emerging requirements as necessary to support the Public Affairs section mission and command communication objectives, provided those tasks align with the scope of this contract.


Experience:
Possess active Secret Clearance
Bachelor’s degree in communications, Public Relations, Journalism, Digital Media, Marketing, or related field
Minimum 5 years of experience in social media management, public affairs, or digital communications
Minimum 5 years of experience supporting senior leaders (at the CEO / General Officer Level) with managing social media platforms.
Minimum 2 years of experience in conducting social media analytics and generating performance reports using management and analytics platforms
Minimum 2 years of experience utilizing Adobe Creative Suite
Minimum 2 years of experience providing support for military communication guidelines, OPSEC, and public affairs protocols as military, civilian, or contractor personnel.
Minimum 1 year of experience with prompt engineering for generative AI tools used to create social media content and analysis.

Work Hours:
Normal workdays are Monday through Friday except US Federal Holidays. USSOCOM and SOCCENT core hours are from 0900 to 1500 daily.
