DUTIES
The Website Manager at U.S. Special Operations Command (SOCOM) Headquarters is responsible for overseeing the management, content development, and technical operation of SOCOM’s official website and the internal Public Affairs portal. This includes providing layout design and configuring workflows to support content publishing and site development. The Website Manager ensures the smooth operation of the websites, enhances user experience, and contributes to the strategic goals of SOCOM’s public affairs and communication efforts. The position requires an individual with extensive experience in web development, content management, and digital analytics, as well as a deep understanding of military and government communication requirements.
Key Responsibilities:
Website Management and Content Development
Oversee the daily management and maintenance of SOCOM’s official websites, ensuring that content is current, accurate, and aligned with SOCOM’s messaging and communication objectives.
Manage user permissions and advise USSOCOM staff and subordinate units on the proper procedures for submitting content to public-facing platforms.
- Integrate with SOCOM’s Public Affairs team to develop and publish dynamic content (articles, videos, infographics) that supports the command’s operational goals and informs both internal and external audiences.
Work with other departments and subordinate commands to ensure that website content meets the needs of various stakeholders, including senior leadership, military personnel, and the general public.
Maintain an up-to-date directory of official USSOCOM-affiliated websites.
Website Optimization and User Experience
Ensure that the SOCOM websites are optimized for performance, user experience, and mobile accessibility, enhancing ease of navigation and content discovery for all users.
Regularly assess the user interface (UI) and user experience (UX) design to improve functionality, accessibility, and engagement.
Work with the IT department to resolve any technical issues affecting website performance, security, and availability.
Analytics and Reporting
Employ a range of digital analytics platforms to monitor and measure website performance, online traffic patterns, and user engagement.
Analyze and synthesize data to generate recurring reports on key performance indicators, including website traffic, engagement metrics, and audience behavior, delivering actionable insights to optimize digital communication strategies.
Evaluate the effectiveness of content campaigns and their social media integration, leveraging analytics to inform content adjustments and enhance user engagement and overall communication impact.
Provide web and media activity analysis for command informational products to assess their reach and effectiveness.
Deliver data-driven recommendations to senior leadership for the enhancement of the digital communication strategy, ensuring alignment with organizational objectives and improving public outreach.
Search Engine Optimization (SEO) and Content Strategy
Develop and implement SEO strategies to increase the visibility of SOCOM’s online content and ensure that search engines rank the website highly for relevant keywords.
Ensure that all web content is optimized for **search engines** and follows best practices for both on-page and off-page SEO.
Provide ongoing SEO analysis and adjustments to keep the website content highly visible and relevant to key audiences.
Collaboration with Public Affairs and Media Teams
Collaborate with SOCOM’s public affairs, and visual information teams to integrate digital media content (photos, videos, articles) into the website effectively.
Ensure that digital content supports key communications objectives, including operational updates, public awareness campaigns, and SOCOM’s branding strategy.
Work with the Director of Public Affairs to create content that aligns with SOCOM’s priorities and speaks to the interests of internal and external audiences.
Ensure consistent adherence to USSOCOM’s digital branding guidelines across both public and internal platforms.
Implement design updates and layout improvements for web pages and portals, supporting the upload of Public Affairs-approved content, and coordinating the integration of traditional media products into digital formats.
Security and Compliance
Ensure that the SOCOM websites comply with the appropriate laws and regulations, as well as with military security protocols, including OPSEC, FOIA requirements, and other DOW regulations governing the dissemination of information.
Coordinate with IT security personnel to ensure that the websites are protected from cyber threats and meet all cybersecurity standards.
Stay up to date on changes to appropriate national and international laws and regulations, military regulations, and DOW guidelines affecting the digital communication space and ensure compliance.
Ensure that all USSOCOM websites are properly registered and configured with DMA, DISA, and DOW.
Training and Support
Provide guidance and training to SOCOM personnel on how to use the website effectively for communication purposes, including content submission, multimedia uploads, and internal blog management.
Support the broader SOCOM communication strategy by offering training sessions on web management, media analytics, and content optimization to junior staff and other stakeholders.
Project Management:
Manage projects related to website upgrades, redesigns, or new feature implementation, including coordinating with cross-functional teams (e.g., IT, Public Affairs, Visual Information, DMA).
Oversee and execute website content migrations. This includes the management of digital assets, utilization of API management, development of web pages using HTML/CSS, and design of the information architecture. This role involves configuring components within the content management system, optimizing for search engines and analytics, and troubleshooting user permissions and workflows. A key responsibility is to ensure all content and platform functionalities are compliant with web accessibility standards (e.g., Section 508). Lead the project management for website initiatives, ensuring that deadlines are met, and that all stakeholders are informed of progress.
General Support
Perform any additional tasks and support emerging requirements as necessary to support the Public Affairs section mission and command communication objectives, provided those tasks align with the scope of this contract.
Experience:
Possess active Secret Clearance
B.S. or B.A. degree in Communication Science or Information Technology with 2 years of experience in web management developing web portal solutions or 6 years of relevant experience in web management and developing web portal solutions.
Minimum 3 years of experience in managing and maintaining high-traffic websites or digital platforms, with a focus on content management, website optimization, and SEO.
Minimum 3 years of experience in data analysis and reporting using tools like Google Analytics, Adobe Analytics, and other media tracking platforms to assess website performance.
Minimum 3 years of experience practicing cybersecurity awareness related to website management, including knowledge of website security practices, data protection, and risk management.
Work Hours:
Normal workdays are Monday through Friday except US Federal Holidays. USSOCOM and SOCCENT core hours are from 0900 to 1500 daily.
