Offshore Procurement/Logistics Coordinator - Norfolk, VA
Duration: 6 months+
Rate Range: $65-$85/hr ST
Schedule: Average 60-72/hrs per week
Per Diem: $178/day

The Offshore Procurement/Logistics Coordinator plays a critical role by overseeing the planning, coordination, and execution of vessel, personnel, and material logistics in offshore operations. This position serves as the primary point of contact offshore for logistical activities, ensuring safe, efficient, and timely support of project scopes, particularly during commissioning activities. They will work closely with both offshore and onshore teams to align operational needs with project objectives, maintaining seamless communication and effective coordination across all stakeholders. They will work to ensure the timely and cost-effective procurement of materials, equipment, and services to support the successful delivery of substation commissioning projects. This role is responsible for vendor management, procurement execution, and coordination of operational logistics. The position requires strong organizational skills, attention to detail, and the ability to collaborate across project, finance, and operations teams to maintain efficiency, compliance, and budgetary control.
Key Responsibilities:
Offshore Vessel Logistics Planning
• Coordinate Service Operation Vessels (SOVs) and Crew Transfer Vessels (CTVs) to support OSS package scopes of work.
• Communicate vessel requirements to onshore teams to facilitate port calls and supply runs.
• Provide regular updates on vessel activities and schedules to project stakeholders.
• Collaborate with the offshore team to manage day-to-day vessel logistics operations.
• Work with onshore logistics staff to ensure efficient and well-planned port operations.
• Offshore Personnel Logistics Planning
• Plan, organize, and communicate personnel transits to multiple active offshore sites.
• Develop and manage offshore personnel schedules, aligning resources with upcoming work scopes.
• Record and track personnel transits while overseeing logistics operations required to deliver project scopes.
• Facilitate personnel planning and coordination in support of package-specific work.
Offshore Material Supply Chain Coordination
• Act as the single point of contact offshore for all materials and equipment required for the commissioning scope of work.
• Engage with offshore stakeholders to address logistical and procurement needs, representing their interests in planning meetings.
• Submit offshore purchase requests to procurement teams and support timely acquisition of required items.
• Coordinate with onshore teams for procurement, planning, and tracking of materials transported offshore.
• Receive and oversee the offload of cargo, ensuring prompt distribution to relevant parties.
• Manage offshore storage and maintain accurate inventory records on the OSS.
• Organize and maintain equipment and material stock to optimize commissioning efficiency.
• Prepare manifests for backloading and safe transit of cargo to shore.
Vendor Management
• Support onboarding of project vendors for works and services essential to substation commissioning.
• Identify, evaluate, and negotiate with approved suppliers to ensure quality, cost efficiency, and alignment with project requirements.
• Drive cost-saving initiatives and maintain positive, sustainable vendor relationships.
• Procurement
• Facilitate all procurement requests for project teams, ensuring compliance with company policies and timelines.
• Create, process, and manage purchase orders (POs).
• Track and monitor orders to guarantee timely delivery and mitigate delays.
• Resolve discrepancies in purchasing, invoicing, and procurement documentation.
• Maintain accurate records of purchases, procurement activities, and logistics documentation using tracking systems.
• Generate reports on procurement performance, costs, and opportunities for process improvement.
• Collaborate with finance and accounting teams to reconcile invoices and support accurate budget tracking.
• Assist in developing and implementing cost-saving initiatives in procurement and logistics operations.
• Operations & Logistics Support
• Provide operational support for port services related to offshore logistics, including:
• Port call coordination and vessel logistics activities.
• Escorting port personnel and contractors as needed.
• Warehouse material handling, staging, and inventory management.
• Manage offshore distribution activities, including material staging, labeling, and record-keeping for all equipment and supplies dispatched.
• Enhance and maintain processes for inventory control, vendor management, and procurement tracking.
• Participate in project planning meetings to forecast procurement and logistics requirements.
• Support cross-functional collaboration with project staff to ensure accurate financial and operational reporting.
Skills/experience: At least 5 years’ experience in supply chain management, data analysis, project management, warehouse management. Prior experience working in the offshore wind or oil & gas industries. Familiarity with OSHA safety standards.
Working conditions may be physically demanding and located in industrial warehouse and office environments with exposure to noise, weather, and work shifts may be long. The individual should be able to lift up to 50 lb., stand/walk for long periods of time.
