Implementation Manager - Nuclear (TVA1JP00003498)

Estimated Duration: 2 years
TVA Per Diem: $1,500 / month
Position Description:
The Implementation Manager serves as the technical subject matter expert responsible for the safe and successful implementation of nuclear plant modifications, maintenance activities, and project execution. This role provides technical leadership for field work execution, project implementation, contractor oversight, budgeting, scheduling, operational risk management, and quality assurance while ensuring compliance with TVA standards and nuclear industry requirements.
Primary Responsibilities
• Serve as the technical subject matter expert for field work job safety, execution requirements, financial planning, human performance, and operational risk.
• Perform or review estimates for assigned work (conceptual, design, and implementation).
• Ensure field work activities comply with safety, quality, standardization, and housekeeping requirements.
Support programmatic requirements including:
• Safety Manual
• Fatigue Rule
• Asbestos Abatement
• Appendix R
• Scaffolding
• Painting Programs
• Perform field observations and document findings in approved observation databases.
• Ensure issues are captured in the Corrective Action Program (CAP) and support timely resolution.
• Develop project and work requirements to ensure successful implementation.
• Ensure design packages are implemented consistently with TVA fleet standards while meeting quality, budget, and schedule requirements.
• Review project scope, cost, and schedules while identifying risks and providing solutions early in project execution.
• Develop implementation solutions that meet operational, maintenance, and technical requirements.
• Coordinate with integrated project teams to scope, plan, estimate, and execute assigned work.
• Identify and secure resources necessary to support planning, estimating, and implementation activities.
• Administer and manage contractors performing assigned work.
• Develop and review change documents for scope, funding, and schedule approvals.
• Coordinate contract partner support to maintain project budgets and milestone schedules.
• Review and provide recommendations during competitive proposal evaluations.
• Issue approved contractor work release forms and manage project expenditures.
• Provide contractors with approved work documents, funding estimates, and project schedules.
• Present modification data during engineering design review meetings.
• Support project scoping, engineering studies, and implementation planning throughout the project lifecycle.
• Review and approve supplemental oversight and safety plans.
• Serve as Contract Technical Steward (CTS) and/or Field Invoice Approver (FIA) when assigned.
• Ensure compliance with the Adverse Employment Actions process.
• Support Outage or Project Control Center activities and Emergent Issue Management.
• Perform other duties as assigned.
Required Education:
One of the following is required:
• Bachelor's Degree in Engineering or related science
• Completion of a four-year craft apprenticeship or equivalent experience in the nuclear power industry, including:
• 2 years of power plant experience
• 1 year of nuclear power plant experience
• 0.25 year of on-site nuclear experience
Candidates should also possess:
• Familiarity with nondestructive testing (NDT)
• Craft knowledge
• Understanding of: Electrical codes and standards
• Pressure vessel codes
• Piping codes and standard
Required Experience
Candidates should possess a minimum of 8 years of experience in one or more of the following:
• Nuclear plant modifications
• Nuclear maintenance
• Nuclear design
• Nuclear operations
• Nuclear quality assurance
Prior supervisory experience is required in one or more of the following:
• Maintenance
• Modifications
• Projects
• Site Services
• Planning
• Technical activities
Certifications / Requirements
Candidates must be able to:
• Obtain and maintain Nuclear Unescorted Access
• Complete TVA FLS requirements
• Complete TVA FLDP requirements
• Participate in an on-call rotation, including 24-hour/day and 7-day/week availability when required
• Serve as Senior Implementation Manager when requested
Knowledge, Skills & Abilities:
Candidates should possess:
• Basic knowledge of engineering or maintenance principles
• Extensive knowledge of nuclear plant design and construction
• Strong technical leadership skills
• Project planning and implementation experience
• Budgeting and scheduling experience
• Contractor management experience
• Risk identification and problem-solving abilities
• Excellent communication and organizational skills
• Ability to support outage execution and emergent issue management
