Position Overview
We are seeking an experienced Technical Project Manager 4 (TPM 4) to provide senior-level project controls, cost management, and scheduling support for projects and programs at Los Alamos National Laboratory (LANL).
The Technical Project Manager will manage and support the timely completion of complex technical and operational projects associated with the Line-Item Projects Project Controls program. The selected candidate will establish and support technical project requirements, deliverables, budgets, schedules, cost controls, and project execution activities from initiation through completion.
This is a highly analytical and schedule-intensive position requiring advanced experience with Primavera P6, Cobra, Microsoft Excel, Earned Value Management Systems (EVMS), cost analysis, and project controls.
The position will work closely with Project Managers, Control Account Managers (CAMs), field managers, and other technical and business stakeholders to maintain project schedules, monitor costs, track deliverables, identify trends, and provide actionable project controls information.
Key Responsibilities
Project Scheduling & Primavera P6
Develop, maintain, analyze, and support complex project schedules using Primavera P6.
Perform schedule data quality checks and integration activities.
Conduct detailed schedule analysis across multiple levels of project schedules.
Apply appropriate project and scope-specific schedule coding requirements.
Develop schedules supporting projects through design, procurement, construction, and other project lifecycle phases.
Track project deliverables, milestones, dependencies, and schedule performance.
Work directly with Project Managers and Control Account Managers to maintain accurate and actionable schedules.
Identify schedule trends, risks, and potential impacts requiring management attention.
Provide innovative solutions and schedule guidance supporting project and program execution.
Cost Management & EVMS
Perform project cost analysis, cost control, and related project controls activities.
Support project cost management utilizing Cobra.
Apply Earned Value Management System (EVMS) processes to project cost and schedule performance.
Monitor project performance and identify cost trends requiring management attention.
Support integration of cost and schedule information.
Provide cost and schedule analysis for projects and programs with significant or non-routine requirements.
Support development and maintenance of project budgets and associated project controls information.
Technical Project Management
Support the timely completion of discrete technical and operational projects.
Establish and maintain technical requirements, project deliverables, budgets, and schedules.
Support project teams throughout planning, tracking, execution, and completion.
Develop and maintain processes supporting specific programmatic requirements.
Produce work products and project controls deliverables defined by project management.
Ensure assigned work is completed according to established schedules.
Work independently to take concepts and project requirements from initial idea through delivered product.
Exercise initiative and independent judgment in resolving complex project controls challenges.
Project Controls & Data Analysis
Perform detailed project controls analysis using cost, schedule, and performance data.
Utilize advanced Microsoft Excel capabilities for project data analytics and reporting.
Analyze project information to identify performance trends and opportunities for improvement.
Perform data quality reviews and identify inconsistencies or potential project controls issues.
Support continuous improvement of project controls processes and reporting.
Develop and communicate recommendations based on project cost and schedule analysis.
Stakeholder Coordination
Collaborate with Project Managers, Control Account Managers, field managers, project controls personnel, and other stakeholders.
Coordinate across technical and business organizations to align project controls solutions with project objectives.
Communicate complex cost and schedule information effectively to technical and non-technical stakeholders.
Support multiple projects and reporting requirements as assigned.
Work with project teams that may range from small Project Controls groups to organizations supporting significantly larger project teams.
Job Requirements
Required Qualifications
Education & Experience
The position typically requires:
Bachelor's degree and a minimum of 12 years of relevant experience, OR
An equivalent combination of education and directly relevant experience.
The hiring team has indicated that extensive relevant experience may be considered in place of a degree. A four-year or advanced degree is preferred, but the primary focus is identifying a senior-level professional with significant experience leading and supporting large project scheduling and project controls activities.
Required Project Controls Experience
Significant experience in project controls, cost management, and project scheduling.
Demonstrated experience supporting complex technical, engineering, construction, or operational projects.
Experience developing, maintaining, and analyzing project schedules.
Experience performing project cost analysis and control.
Demonstrated ability to identify cost and schedule trends requiring management attention.
Experience developing innovative solutions to complex cost and scheduling challenges.
Ability to independently manage assignments and deliver project controls products with limited direction.
Required Software Skills
The hiring team identified the following as the three most important technical skills:
Primavera P6 – Advanced proficiency
Cobra – Demonstrated proficiency
Microsoft Excel – Mid-to-advanced proficiency
Candidates lacking experience with the required software may not meet the technical requirements of the position.

Knowledge of Earned Value Management System requirements and processes.
Previous knowledge or experience with LANL Project Controls procedures, policies, and processes.
Experience working with multiple projects and integrated project reporting.
Familiarity with Power BI.
Familiarity with SharePoint.
Familiarity with Asset Suite.
Project Management Professional (PMP) certification.
Earned Value Professional (EVP) certification.
Previous DOE or LANL experience.
Prior LANL experience is beneficial but is not a requirement.
