Quality Control Manager
As a Quality Control Manager at C.A. Murren and Sons, you will be considered an important part of the team as you bring your expertise in executing day-to-day organizational objectives. You will directly oversee the inspection, testing, and verification processes across specific project sites and products to ensure standards are consistently achieved on the ground. As a Quality Control Manager, you are expected to manage field resources efficiently using specialized testing tools, inspection personnel, and site budgets, aligning the QC team toward real-time quality execution with clarity and structure.
C.A. Murren and Sons is seeking a Quality Control Manager that will lead the direct implementation, hands-on testing, and daily enforcement of the project Quality Control Program for engineering, procurement, subcontracting, construction, testing, turnover, and supplier activities. This position actively enforces project quality requirements, conducts physical inspections, verifies product and material compliance, and has authority to halt specific work activities when immediate non-conformance or a condition adverse to quality warrants.
Key Responsibilities:
-Develop and maintain the project QC execution plan, organization, inspection/test plans, inspection procedures, staffing curve, certification matrix, and discipline coverage aligned with schedule and work fronts.
-Lead QC discipline personnel for earthwork/concrete, storm and sanitary systems, domestic/service water, process piping and firewater, electrical/ductbank, welding, coatings, special processes, receiving inspection, and borrow-pit/material activities.
-Schedule inspections and coordinate jobsite logistics, work-front access, prerequisites, notification lead times, and staffing with superintendents, subcontractors, Field Engineering, Work Planning, laboratories, and Company representatives.
-Review work packages and inspection/test plans before release to confirm applicable specifications, codes, functional classification, acceptance criteria, hold/witness points, records, M&TE, and Company notification requirements are included.
-Ensure QC personnel are trained, qualified, certified, visually capable when required, and independent of the work they inspect; maintain current qualification and eye-examination records.
-Coordinate inspection readiness with Field Engineering, Work Planning, Construction, NDE, laboratories, special inspectors, and Company representatives while protecting QC's acceptance authority.
-Review inspection reports and test records for technical completeness, traceability, correct revisions, calibrated M&TE, signatures, objective evidence, and timely status entry.
-Control inspection status, punch items, rejected work, hold points, witness points, reinspection, and closure; initiate or ensure initiation of NCRs when requirements are not met.
-Oversee material receiving inspection and verification of certificates of conformance, certified material test reports, heat/lot traceability, storage level, preservation, segregation, and release status.
-Monitor subcontractor and supplier QC performance, testing laboratory output, NDE documentation, inspection backlogs, first-time acceptance, recurring defects, and turnover package completeness.
-Perform routine field walks, identify emerging conditions adverse to quality, participate in pre-task, quality, safety, and project meetings, and hold assigned QC personnel accountable for timely, professional performance
Qualifications:
-Bachelor's degree in engineering, construction, quality, or a related technical field, or an equivalent combination of technical education and directly relevant inspection leadership experience.
-At least 10 years of construction QC/inspection experience, including at least 5 years on DOE or commercial nuclear work and at least 3 years supervising multi-discipline QC personnel.
-Previous demonstrated competency as a Level II or Level III QC inspector, or an equivalent senior discipline-inspector qualification, before assuming multi-discipline QC management responsibility.
-Demonstrated knowledge of ASME NQA-1-2019, DOE O 414.1D graded approach, 10 CFR 830 quality requirements, inspection planning, M&TE control, nonconformance control, and quality records.
-Broad working knowledge of heavy civil, concrete, underground utility, mechanical piping, welding, coating, and electrical installation inspection interfaces, including underground raceway/ductbank work and packaged-equipment electrical testing.
-Experience building qualification/certification matrices and assigning inspectors within the limits of their documented qualifications.
-Strong ability to interpret specifications, drawings, codes, ITPs, vendor documentation, and acceptance criteria and to communicate rejection/acceptance decisions clearly.
-Preferred experience with ASME B31.3, ASME BPVC Sections V and IX, AWS D1.1/D1.4, ACI 318/301, ASTM soil/concrete testing, HDPE fusion, NFPA 70/NEC construction inspection, NFPA 70E work controls, and NETA acceptance-testing interfaces.
-Preferred experience coordinating with Company-approved independent testing laboratories and Special Inspectors, including review of qualification records, notification and hold points, reports, and turnover evidence. Prior experience serving as a Special Inspector is beneficial but is not required for the QC Manager.
