Principal Procedure System Specialist
Location: Aiken, SC

Position Overview
EGS is seeking an experienced Principal Procedure System Specialist to support procedure management activities at the Savannah River Site (SRS) in Aiken, SC.
The Principal Procedure System Specialist will support the implementation, maintenance, and continuous improvement of the site's Integrated Procedure Management System (IPMS), which provides programmatic control and comprehensive integration of SRS procedures and supports systematic assessment of DOE Order compliance commitments.
The selected candidate will provide expertise in the development, preparation, design, use, review, approval, and control of policies and procedures while providing guidance to procedure organizations across the site. This position will also conduct procedure fitness reviews, evaluate procedure management organizations, identify opportunities for improvement, and lead site-level procedure enhancement initiatives.
Key Responsibilities
Integrated Procedure Management System
Implement and maintain the Integrated Procedure Management System (IPMS).
Support programmatic control and comprehensive integration of SRS procedures.
Support systematic assessment of DOE Order compliance commitments.
Develop effective programs for the preparation, design, use, and control of policies and procedures.
Provide guidance, direction, and assistance to M&O procedure organizations on all aspects of IPMS.
Develop systems and implement site-wide requirements directly and indirectly affecting IPMS.
Provide subject matter expertise to site-level initiatives involving procedure management.
Initiate, develop, and implement improvements to the design, use, and control of the overall IPMS.
Policy & Procedure Development
Maintain the company-level policy and procedure collection.
Identify and develop new policies and procedures.
Evaluate whether procedures should be designated as company-level or program-specific.
Review and edit policies and procedures for content and format.
Coordinate senior staff review and approval processes.
Obtain required senior management approval signatures.
Ensure applicable compliance commitment statements associated with mandatory DOE Order requirements are readily identified within company-level policies and procedures.
Coordinate production and issuance of company-level policies and procedures.
Procedure Systems & Continuous Improvement
Participate in and support development of tools designed to improve the usefulness and accessibility of company-level policies and procedures.
Support development and improvement of policy and procedure formats and structures.
Maintain and support the ACCESS electronic procedure system.
Facilitate comment resolution and procedure approvals.
Evaluate requests for new company-level policies and procedures.
Participate as a member of the Procedure Management Steering Committee.
Lead and support site procedure improvement and enhancement initiatives.
Support initiatives involving SCD-1, Procedure Sourcebook and SCD-2, Procedure Writing Handbook.
Provide guidance to less-senior department personnel.
Procedure Fitness Reviews
The Principal Procedure System Specialist will conduct field evaluation reviews/fitness reviews of procedure management organizations across SRS and potentially across the DOE complex.
Reviews will evaluate nine primary areas:
Requirement overview and analysis
Process review
Procedure development and writing
Procedure format and style
Procedure control
Procedure review and approval
Procedure changes
Training
Procedure awareness and program attitude
Fitness Review Responsibilities
Identify and establish the scope of operations to be reviewed.
Conduct preliminary reviews of controlling administrative procedures.
Review sample procedures and results from previous reviews, evaluations, and audits.
Conduct onsite interviews with managers, procedure coordinators, technicians, and other personnel.
Observe procedure walkdowns.
Review technical bases, document-control files, history files, procedure manuals, and related documentation.
Develop initial reports and recommendations based on review findings.
Formally present findings and recommendations to organizational supervisory staff.
Continue working with organizations, as needed, to support implementation of identified improvements.

Minimum Security Clearance:

Required Education & Experience
Candidates must meet one of the following combinations:
MBA + 2 years of related accounting/financial experience; OR
BA/BS in Business Administration + 5 years of related accounting/financial experience; OR
Associate Degree in Business Administration + 8 years of relevant experience; OR
High School Diploma/GED + 11 years of relevant experience.
Important recruiting note: The education section in the official SRNS description specifically references accounting/financial experience, despite the actual position duties being focused on procedure management. I would leave that language intact rather than changing it because that is how the requirement appears in the official requisition.
