Position Overview
EGS is seeking a highly experienced Advisory Engineer – Project Engineer to provide senior-level engineering leadership and project engineering support at the Savannah River Site (SRS) in Aiken, SC.

The selected candidate will be responsible for the overall engineering and design direction, leadership, integration, and management of assigned projects and technical tasks. This position will integrate multidisciplinary engineering resources, establish design criteria and project requirements, develop resource forecasts and schedules, manage engineering priorities, and ensure technical deliverables meet project cost, schedule, quality, and performance objectives.

The Project Engineer will serve as a senior technical and organizational leader, coordinating across engineering, project management, project controls, quality, facility operations, procurement, subcontractors, and other functional organizations. The position requires the ability to resolve complex technical and project issues while providing guidance to engineering leads, managers, and less-senior technical personnel.

Key Responsibilities
Engineering & Design Leadership
Provide overall engineering and design direction, leadership, and management for assigned projects and tasks.
Integrate engineering resources across assigned projects.
Assist in establishing:
Design criteria
Engineering scope and customer requirements
Resource forecasts
Engineering schedules
Project priorities
Engineering tools and methods
Provide project management tools and methods to assigned projects and support development of future projects.
Establish project scope of work and ensure firm customer requirements are developed.
Provide administrative and technical guidance to engineering leads and managers.
Manage the overall scheduling and priority of assigned engineering tasks and projects.
Project Engineering & Technical Integration
Coordinate multidisciplinary engineering resources to successfully execute assigned projects.
Manage engineering activities using applicable SRNS processes and procedures.
Resolve conflicts between project direction and technical direction provided by functional managers.
Coordinate and interface with:
Project Management
Engineering
Facility organizations
Operations
Quality Assurance
Testing personnel
Project Controls
Document Control
Procurement
Subcontractors
Participate in department and site-wide resolution of programmatic issues and quality improvements.
Apply broad technical experience and available internal and external resources to resolve complex engineering problems.
Provide leadership in developing solutions to complex technical issues and challenges.
Project Controls, Cost & Schedule
Manage project tasks and deliver results within established cost and schedule requirements.
Establish baselines for design activities associated with assigned projects and engineering work requests.
Evaluate project cost and schedule performance.
Identify cost and schedule variances and implement appropriate corrective actions.
Utilize Earned Value Management System (EVMS) tools in support of project execution.
Review cost accounts associated with procurement of engineered materials.
Recommend subcontractor authorizations for new work and changes to established baselines.
Develop and monitor engineering schedules, resource requirements, budgets, and project progress.
Engineering Team Leadership
Build effective project engineering teams by requesting, evaluating, and developing the engineering expertise necessary to accomplish project objectives.
Work effectively with diverse, multidisciplinary teams to deliver project results.
Provide guidance and direction to engineering leads and managers.
Mentor junior team members and develop their engineering and design knowledge.
Transfer technical knowledge and insight to less-senior engineering professionals.
Foster effective communication across engineering disciplines and functional organizations.
Provide technical leadership in determining solutions to complex engineering problems.
Subcontractor & Procurement Oversight
Evaluate subcontractor engineering tasks to ensure design outputs meet established:
Technical requirements
Cost objectives
Schedule objectives
Recommend subcontractor authorizations for new work and baseline changes.
Review cost accounts related to procurement of engineered materials.
Coordinate subcontractor engineering activities with project and functional organizations.
Ensure engineering deliverables satisfy applicable project requirements.
Technical Planning & Problem Solving
Develop solutions to complex technical problems within the candidate's areas of expertise and adjacent technical disciplines.
Incorporate complex technical requirements, specialized materials or processes, and difficult coordination or oversight requirements into project planning.
Develop plans, schedules, budgets, and personnel requirements for major technical assignments.
Monitor project progress, expenditures, and quality of work performed.
Support research, development, testing, and quality assurance requirements as applicable.
Make recommendations to management based on customer needs, technical requirements, and project objectives.

Required Qualifications
Education & Experience
Candidates should possess an advanced level of education and extensive engineering experience. The position description identifies the typical qualification levels as:

PhD + approximately 15 years of relevant experience
Master's Degree + approximately 17 years of relevant experience
Bachelor's Degree + approximately 21 years of relevant experience
Attachment A additionally specifies:

Bachelor's Degree in Engineering OR current registration as a Professional Engineer (PE).
Required Experience
Candidates must demonstrate experience with:

Providing overall engineering and design direction, leadership, and management for assigned projects and tasks.
Integrating engineering resources across projects.
Establishing design criteria, resource forecasts, schedules, and engineering tools.
Providing administrative guidance to engineering leads and managers.
Managing overall project and engineering task schedules and priorities.
Managing or coordinating administration, document control, project controls, and quality engineering functions through appropriate section supervisors.
Resolving conflicts between project direction and functional technical direction.
Establishing design activity baselines.
Evaluating project cost and schedule variances and implementing corrective actions.
Working with EVMS tools.
Managing subcontracted engineering activities.
Establishing project scope and firm customer requirements.
Working successfully across diverse, multidisciplinary engineering teams.
Preferred Qualifications
Registered Professional Engineer (PE) license in any U.S. state is strongly preferred.
Candidates who have held an active DOE L or Q clearance within the past two years are preferred.
Previous engineering leadership experience within DOE, NNSA, nuclear, or other highly regulated environments would be highly relevant to the assigned responsibilities.
Demonstrated experience leading multidisciplinary engineering teams and complex engineering projects.
Strong understanding of project cost, schedule, baseline management, and EVMS.

Field Requirements
The selected candidate must be capable of performing field walkdowns associated with engineering work.

Field activities may include:

Working within active construction areas
Walking on uneven surfaces
Walking distances greater than one-half mile
Climbing ladders to access remote areas
Wearing required protective clothing
Working in environments where respiratory protection may be required
