Cost Engineer - Remote
Project/Work Scope: Supporting commercial fleet projects
Duration: 40+ hours
Pay Rate: Not Defined / need Candidate’s requested rate

Position Details: Provides cost engineering and project controls support for commercial nuclear projects, including plant modifications, outages, capital programs, and related work. Owns cost baselines, forecasts, cash flow, earned value, change control, and management reporting so project and client leadership have accurate, timely cost and cash data.

Responsibilities include:

  • Develop, maintain, and control project cost baselines, budgets, forecasts, and cash flow aligned to WBS/CBS
  • Implement and administer cost control systems and procedures (commitments, expenditures, accruals, remaining work, and cash)
  • Prepare and update project cash flow forecasts; reconcile cash position to commitments, invoices, and schedule of values
  • Perform earned value analysis (CPI/SPI), variance analysis, trend identification, and recovery planning
  • Support and document change control; quantify cost, cash, and schedule impact of scope, risk, and opportunity
  • Produce monthly cost, cash flow, and forecast reports and presentations for project managers, clients, and senior leadership
  • Integrate cost and cash with schedule (typically Primavera P6) and commercial/contract data
  • Partner with planning, estimating, engineering, construction, commercial, and finance teams to keep cost, cash, time, and scope aligned
  • Support month-end close, cash reporting, audits, and client/regulatory reporting as required
  • Mentor junior cost/project controls staff as assigned.

Requirements: 
  • 10+ years (commercial nuclear strongly preferred)
  • Bachelor’s degree in Engineering, Construction Management, Finance, Accounting, or related field; equivalent experience considered
  • 10+ years of cost engineering / project controls experience
  • Direct commercial nuclear experience (operating plants, major mods, outages, or new build)
  • Strong working knowledge of Earned Value Management, cost forecasting, cash flow forecasting, and performance reporting
  • Proficiency with Excel (advanced modeling) and at least one cost system (EcoSys, SAP, or equivalent)
  • Familiarity with nuclear project environment: configuration control, change control, and regulated reporting
  • Ability to obtain/maintain unescorted nuclear site access if required by assignment
  • Clear written and verbal communication with technical and non-technical stakeholders
  • Experience on large EPC or multi-package nuclear programs (preferred)
  • Primavera P6 integration with cost and cash (preferred)
  • Power BI or similar reporting tools (preferred)
  • AACE, CCP, or similar certification (preferred)
  • Estimating background in addition to cost control (preferred)
  • Experience supporting owner or contractor cash management and invoice/payment cycles (preferred)

Physical Requirements:  May be required to obtain/maintain unescorted nuclear facility access; pass security screening and drug testing; perform equipment/system walkdowns in industrial environments (including climbing ladders, elevated areas, confined/controlled spaces); work overtime as needed; travel periodically to client/project sites.
