Sr Prog Mgr, Enterprise IT #3850 1 yr contract Chattanooga, TN

The Enterprise Technology Sr. Program Manager supervises the management of complex, high-priority technology initiatives, projects or programs which may cross organizational boundaries to assure that deliverables are managed, initiated and completed on schedule, within budget. This position oversees the design, specification, implementation, on-going maintenance and support and coordination of enterprise-wide efforts, ensuring new solutions are integrated with other systems/processes in order to support critical business functions within the agency or for external clients. Responsible for managing the implementation of projects or program deliverables to both internal and external clients and stability and success of Enterprise programs. This position also acts as a liaison to provide effective communication across work groups. Provides expert advice and strategic guidance to senior leadership on a wide variety of business, technical, and organizational effectiveness matters.
1. Leads a wide variety of high visibility and high impact initiatives and special assignments of a strategic and often sensitive nature. Assignments often require the use of extreme diplomacy and effective communication skills in addressing sensitive issues and concerns.
2. Identifies issues/barriers, escalate and drive resolution of issues that affect the organization and its business partners.
3. Leads teams charged with developing and implementing strategic solutions.
4. Develops and implements an overall deployment program plan that results in the least disruption to business processes.
5. Oversee detailed business and financial analyses and models to facilitate decision-making, program accountability and drive results.
6. Communicate program status to management and executives on a regular basis in both formal and informal environments across the enterprise.
7. Develops/Manages the budget & labor necessary to implement/maintain program initiatives. Obtain budgetary funding/resources for the project.
8. Develop detailed program plans necessary to ensure program success, accountability and minimizing risk to the agency, distributors.
9. Customers and the public.
10. Manage daily implementation of assigned programs by establishing schedules, tracking progress, and taking corrective actions as necessary.
11. Coordinate software and/or hardware product core teams from definition through technology delivery.
12. Develop and lead cross-functional program schedules; identify risks, manage scope and resource changes, and monitor progress against plan.
13. Ensure effective communication within the technology team and between the technology team and other groups within the agency.
14. Represent Company to external customers, vendors, and contractors.
15. Conduct meetings with internal/external customers to determine customer requirements; interpret those requirements into program deliverables.
16. Act as liaison to provide effective communication between customer, project leader, corporation organizations, and outside contractors.
17. Stay abreast of emerging technologies, architectures, industry trends and project/program management methodologies.
18. Manages multiple integrated information technology schedules and programs.
19. Manages program and technology initiatives to balance business needs against the ability to deliver in order to consistently define and deliver against program schedule feature and cost goals.

Minimum Qualifications:
Education A bachelors degree in business, engineering, computer science or comparable field of study; or equivalent education, training & experience.

Experience 7 years of experience in information technology, business, or related field with several years experience in managing initiatives within technology environments.
Demonstrated knowledge of transformation impact, change management, and business metrics.

Certification/License, etc. None.

Knowledge/Skills/Abilities Knowledge of project management methodology, including estimating tools and processes, resource management, and scope evaluation. Facilitation, negotiation, and intervention skills.

Communication skills, both oral and written. Ability to lead and influence teams in a fast-paced, deadline-oriented environment while dealing diplomatically with internal and external partners.

Ability to manage stakeholder expectations and concerns. Ability to think strategically while managing tactical details.
Must have a unique blend of experience and knowledge, communication and problem-solving skills. Candidate may be required to obtain and maintain a security clearance based on position / access requirements and essential job functions.
