Construction Engineer / Manager

We are seeking an experienced Construction Engineer / Manager for a full-time, direct position in Oak Ridge, TN supporting complex facility modifications, infrastructure upgrades, and new installations in a highly regulated nuclear/industrial environment.

Candidates must have an active or very recently active DOE "Q" Clearance or DoD "Top Secret" Clearance to be considered.

Responsibilities

Lead construction engineering and field execution for facility modifications, infrastructure upgrades, and new installations.

Coordinate with Design Engineering, Operations, Project Management, EPC contractors, specialty contractors, vendors, and site leadership.

Lead and mentor construction engineers and field personnel while resolving technical and field execution issues.

Develop and execute construction work packages, permits, procedures, ITPs, hold points, testing requirements, and acceptance criteria.

Lead constructability reviews and provide field input to improve sequencing, productivity, and installation quality.

Manage RFIs/RFCs, NCRs, field changes, redlines, as-builts, punch lists, and configuration-controlled documentation.

Oversee multi-discipline construction involving civil/structural, mechanical, piping, welding, electrical, instrumentation, and facility infrastructure.

Monitor contractor safety, quality, cost, schedule, productivity, and contract performance.

Support QA/QC inspections, testing, system energization, startup, commissioning, turnover, and Ready-for-Operations activities.

Ensure compliance with applicable DOE/NRC requirements, NEC, NFPA 70E, OSHA, IEEE/NEMA, site procedures, and quality requirements.

Identify construction risks and field issues and coordinate timely resolution with engineering, operations, contractors, and project leadership.

Maintain a strong safety culture and provide construction status, schedule, cost, risk, and performance reporting.

Requirements

Bachelor's degree in Engineering, Construction Management, or related field; equivalent relevant experience may be considered.

5+ years of construction or field engineering experience in nuclear, chemical processing, oil & gas, power generation, large-scale manufacturing, or similar industrial facilities.

U.S. citizenship required.

Active or very recently active DOE "Q" Clearance or DoD "Top Secret" Clearance required.

Construction leadership/management experience; 5+ years of management experience preferred.

Experience overseeing multi-discipline construction and contractor field execution.

Experience with work packages, QA/QC, RFIs/RFCs, NCRs, ITPs, redlines, as-builts, configuration control, and punch lists.

Experience with EPC/specialty contractors, field estimating, change management, and contractor performance.

Experience supporting testing, startup, commissioning, system turnover, and energization.

Knowledge of DOE/NRC or similarly regulated environments and applicable construction and safety standards.

Strong leadership, communication, problem-solving, and field decision-making skills.
