Project Manager (BH #5313)

Title: Project Manager
Location: Jewett, Texas
Duration: 12 months +
Pay Range: Open (Non-Exempt)
Per Diem: $178.00/day
Mob/demob: $500.00/each way

Primary Assignments
  • Overall outage coordination: Administrative and execution support for more than 200 planned projects.
  • Burner management upgrades: Mechanical piping, valves, flame detection, and transition to Ovation controls.
  • Solid Waste Disposal Area refurbishment: Ash-handling conveyors, silos, pug mills, thickeners, hydro-bin demolition, dust systems, electrical, and controls.
  • Wet FGD/duct/gate refurbishment: Duct repairs, guillotine gate replacement, reaction tank work, and related component refurbishment.
  • Potential additional work: Turbines, pumps, and I&C.
Authority and Responsibilities
  • Report to Project Owners; Individual hired for this role will not approve scope changes, commit funds/resources, alter contracts, or make final technical or commercial decisions without project owner authorization.
  • Coordinate client, engineering firms, OEMs, suppliers, contractors, and plant stakeholders.
  • Develop bid-ready scopes; identify gaps, interfaces, assumptions, exclusions, and owner-furnished items.
  • Support RFPs, bid evaluations, technical clarifications, procurement tracking, and vendor recommendations.
  • Maintain integrated engineering, procurement, construction, outage, commissioning, and closeout schedules.
  • Track cost, commitments, invoices, forecasts, changes, progress, productivity, risks, and projected completion.
  • Coordinate field execution, contractor interfaces, meetings, action items, issue resolution, and daily reporting.
  • Support safety, environmental, quality, permit, inspection, testing, and work-control requirements.
  • Manage RFIs, design deliverables, approved drawings, change logs, risk/issue logs, punch lists, turnover records, and closeout.
  • Escalate safety, technical, cost, schedule, quality, or commercial issues promptly with options and recommendations.
Preferred Qualifications
  • Bachelor’s degree in engineering, construction management, or a related field preferred; directly relevant experience may substitute.
  • 10+ years managing industrial, utility, or power-generation capital and outage projects.
  • Coal-fired or large thermal-generation experience strongly preferred.
  • Working knowledge of mechanical, electrical, controls, civil/structural, and process interfaces.
  • Experience with DCS/control upgrades, fuel-gas, ash-handling, FGD, or similar balance-of-plant work preferred.
  • Strong project controls, critical-path scheduling, cost forecasting, change/risk management, and contractor oversight skills.
  • Proficiency with Primavera P6 or equivalent, Microsoft Office/Teams, and project-reporting tools; SAP/CMMS experience preferred.
  • Strong field presence, communication, documentation, judgment, safety, and quality discipline. PMP is a plus.
Work Expectations/Physical Requirements
  • Work may include office, virtual, and active power-plant environments. Individual may be required to walk or traverse the construction site in rough or uneven surfaces, and for long periods of time. Individual must be able to lift 50 lb. as well as have visual acuity and hearing / capable of reacting to loud equipment and alarms. Individual may be exposed to weather conditions such as heat, cold, rain and wind. 
  • Individual must meet all site, PPE, safety, and access requirements, including background and drug screening. Individual must be able to wear PPE, including safety boots, hard hats, high-visibility vests, and safety glasses where required by the site. 
  • Extended or non-standard outage hours may be required, including 12-hour shifts and seven-day coverage with one day off every two weeks.
