Principal Estimator
Location: Savannah River Site (SRS) – Aiken, SC
Working Title: Principal Business Analyst – Project Controls
Schedule: Full-Time | 40 Hours per Week
Security: Must be able to obtain and maintain a DOE Q Clearance
Position Overview
EGS is seeking an experienced Principal Business Analyst – Project Controls / Estimating to provide project controls, estimating, and scheduling support for the NNSA Capital Projects mission at the Savannah River Site (SRS).
The selected candidate will support the evaluation and assessment of project scopes, including cost estimating and scheduling, while providing advanced project controls and financial analysis expertise throughout the lifecycle of complex projects and programs.
This position requires extensive experience with project controls, estimating, scheduling, cost analysis, financial reporting, and project management within engineering, construction, operations, project startup, or related environments.
Key Responsibilities
Project Controls & Estimating
Organize, develop, implement, maintain, and provide accountability for project controls, financial analysis, and estimating applications.
Support planning, scheduling, financial analysis, and cost control throughout the lifecycle of complex or unique projects and programs.
Develop cost and schedule baselines, milestone schedules, Work Breakdown Structures (WBS), and spend-out plans.
Evaluate project scopes and support development of project cost estimates.
Review and provide input to specifications for engineered equipment and/or subcontracts.
Provide estimators with input regarding labor and other-than-labor resources necessary to perform project scope.
Review work for completeness against project specifications and scope definitions.
Planning & Scheduling
Provide input to schedulers regarding activity sequencing, durations, and logic.
Provide management with input regarding risk-informed schedules used as the basis for establishing milestones and PBIs.
Participate in routine project cost reviews and schedule meetings.
Develop and implement change-management processes for assigned engineering and construction work scopes.
Analyze cost and schedule performance against established plans.
Identify variances, communicate their causes, and develop proposed mitigation plans for management.
Financial Analysis & Business Controls
Perform financial analyses including variance analysis, statistical analysis, and scenario analysis.
Develop costing rates and explain costing rates supporting the budget process.
Maintain rates in PeopleSoft and analyze assigned overhead and service pool variances.
Analyze business operations to identify funding limitations, productivity concerns, and financial issues.
Develop integrated financial controls and cost-effective processes.
Prepare comprehensive monthly financial reports, analyses, forecasts, and spend plans.
Develop models, test plans, and scenarios supporting complex business systems and financial applications.
Initiate special studies and develop solutions for complex business issues.
Technical Leadership
Apply advanced project controls concepts to complex, multi-project environments.
Provide technical project controls expertise and leadership to other Project Controls personnel.
Provide technical direction and training.
Analyze and interpret information to develop solutions to complex business issues.
Provide input to technical writers supporting development of Basis of Estimates (BOEs), Basis of Schedules (BOS), and WBS data dictionaries.
Apply an understanding of CAS/FAR principles in support of assigned activities.
Job Requirements
Required Education & Experience
Candidates must meet one of the following combinations:
Master's degree in Business, Construction Management, Technical, Engineering, or a related area + 5 years of practical experience
Bachelor's degree in Business, Construction Management, Technical, Engineering, or related area + 7 years of practical experience
Associate's degree + 11 years of practical experience
High School Diploma + 15 years of relevant experience
Additional Required Experience
Minimum 10 years of experience in engineering, construction, operations, estimating, scheduling, project controls, proposal development, and/or project management.
Minimum 5 years of experience demonstrating knowledge in the applicable subject matter area.
Experience reviewing work for completeness against project specifications and scope definitions.
Practical experience using Site Business systems.
