Implementation Manager – (TVA1JP00003983)
Work Location: Decatur, AL
Estimated Duration: Initially One Year
TVA Per Diem: $1,500 / month
Position Description:
Key Responsibilities
- Serve as the technical subject-matter expert for:
- Fieldwork job safety
- Execution requirements
- Financial planning
- Human performance
- Operational risk
- Prepare or review conceptual, design, and implementation estimates for assigned work.
- Oversee fieldwork activities to ensure compliance with:
- Safety requirements
- Standardization
- Quality standards
- Housekeeping expectations
- Manage assigned activities associated with program requirements, including:
- Safety manuals
- Fatigue rules
- Asbestos abatement
- Appendix R
- Scaffolding
- Painting programs
- Other applicable programs
- When applicable:
- Perform field observations of work.
- Document observations in the approved database.
- Ensure appropriate issues are captured in the Corrective Action Program (CAP).
- Recommend and support the completion of actions that promote exemplary departmental performance.
- Develop project and work requirements that support successful implementation.
- Ensure design packages are implemented consistently with fleet standards and meet quality, budget, and schedule requirements.
- Review the scope, cost, and schedule of assigned work.
- Provide status updates and solutions, emphasizing the early identification of potential problems.
- Develop efficient and innovative implementation solutions that:
- Meet operational and technical requirements
- Support ease of maintenance
- Promote operability
- Coordinate with integrated project and work teams to plan, scope, and estimate work throughout all applicable phases.
- Identify and obtain the resources required to support:
- Estimating
- Work requirements
- Planning
- Implementation
- Administer, manage, and maintain responsibility for contractors performing services on assigned work.
- Develop and review change documents to obtain approval for scope, funding, and schedule changes.
- Ensure contract partners are aligned to support work and maintain adherence to budgets, schedules, and milestones.
- Review technical sections of proposals during the competitive bidding process and provide recommendations.
- Provide approved contractor work-release forms before work begins and control spending for each release.
- Provide contractors with approved copies of:
- Work documents
- Funding estimates
- Associated schedules
- Present modification data and provide input during design-review meetings.
- Provide implementation input for:
- Project-scoping documents
- Engineering studies
- Engineering-scoping documents
- Assigned projects from the study phase through implementation
- Review and approve supplemental oversight and safety plans.
- Serve as Contract Technical Steward (CTS) and/or Field Invoice Approver (FIA) when requested.
- Ensure compliance with the Adverse Employment Actions process for work within the position’s area of responsibility.
- Provide documentation and input to support the Adverse Employment Actions process when necessary.
- Support the Outage or Project Control Center and Emergent Issue Management.
- Perform other duties as assigned.
Minimum Qualifications
- Requirements must meet or exceed ANSI/ANS 3.1-2014 standards.
Education
Candidates must possess one of the following:
- A bachelor’s degree in engineering or a related science
- Completion of a four-year craft apprenticeship
- Equivalent nuclear power field experience, including:
- Two years of power plant experience
- One year of nuclear power plant experience
- At least 0.25 year, or three months, of on-site experience
- Familiarity with nondestructive testing
- Craft knowledge
- An understanding of electrical, pressure-vessel, and piping codes and standards
Experience
- At least eight years of experience in one or more of the following nuclear plant areas:
- Modifications
- Maintenance
- Design
- Operations
- Quality assurance
- Prior supervisory experience in one or more of the following areas:
- Maintenance
- Modifications
- Projects
- Site services
- Planning
- Technical activities
Certifications, Licenses, and Other Requirements
- Obtain and maintain all requirements for unescorted nuclear plant access.
- Be willing and able to participate in rotational on-call assignments, which may require 24-hour-a-day, seven-day-a-week availability.
- Be able to serve as Senior Implementation Manager when requested.
Knowledge, Skills, and Abilities
- Basic knowledge of engineering or maintenance principles.
- Extensive knowledge of nuclear plant design and construction.
