Overseas Construction Site Safety Health Officer

JOB DESCRIPTION
We are seeking an Overseas Construction Site Safety and Health Officer (SSHO) for a US Army Corps of Engineers project in the Marshall Islands that MUST have EM 385-1-1 certificates and experience.
PRIMARY FUNCTION:
Responsible for overall management of the safety and occupational health program on the project. The Site Safety Health Officer shall always have the authority to act in all safety matters for the project, to perform safety and occupational health management, surveillance, inspections, and safety enforcement. Perform all work in a safe and professional manner.
QUALIFICATIONS:
The SSHO shall meet the following qualifications:
• A minimum of 5 years of continuous construction industry experience in implementing safety and health programs.
• Fuel Tank experience.
• Documented experience in construction techniques/safety procedures preferably in the heavy/civil construction field with an emphasis on fall protection programs.
• Working knowledge of OSHA and USACE safety and health regulations.
• ASP, OHST, and/or CHST preferred
• Specific training in respiratory protective equipment, confined space entry and in the development and implementation of fall protection programs.
• Current OSHA 30-hour construction certificate within the last 5 years.
• An average of at least 8 hours of formal safety training each year for the past 5 years.
• Ability to provide leadership in establishing and sustaining a safe work place by effective interaction with internal and external clients
• Knowledge of EM 385-1-1 required
TYPICAL DUTIES:
• Ensure compliance with the project Accident Prevention Plan
• Prepare Activity Hazard Analysis for each definable feature of work on the project
• Ensure personal protective equipment meets applicable OSHA/EPA requirements and employees are trained on proper use
• Safety training of all personnel assigned to project and project site visitors
• Conducts project safety inspections with follow-up inspections of any open items
• Subcontractor qualification and training
• Regulatory compliance with OSHA and USACE standards
• Accident and Incident investigations
• Development and Implementation of Corrective Action Plans
• Works with project supervision to create safety solutions to safety problems
• Fosters and maintains a positive safety culture for the project personnel
• Maintains all safety certifications as required by contract
• Attends and participate in all preparatory and initial quality control phase meetings
• Conduct weekly safety meetings for all workers
• Produce a Daily Safety Report of activities performed
• Maintain a positive work atmosphere by acting and communicating in a manner to get along with customers, co-workers, supervisors, and management.
