MUST have BS in Mechanical Engineering with 8-10+ years Refinery Services Project Engineer experience.
The mission the of a Services PE is to take the lead role in: scope development, estimating, planning, execution, and management of maintenance and capital scope items. Take the lead responsibility to assure a safe and environmental incident free performance of the assigned work groups. Apply quality principles to complete the Capital/Maintenance scopes in a cost-effective manner in meeting customer requirements.
The Services PE administratively reports to the Maintenance Superintendent.
Will supervise and or coordinate scope developments, estimates, construction/repair activities for Capital/ Maintenance work scopes as requested by the Departmental Inspector, Engineer, Operations representative, or T/A group in association with a shutdown or turnaround.
The Services PE frequently interfaces with the Operations Organization, Inspection Organization, and Engineering Organization. To identify potential work, seek engineering input for crucial or unique construction jobs, providing information/innovations for improving project effectiveness, and/or reducing maintenance costs.
Develop projects using the Front End Loading (FEL) process through project approval.
Utilize estimating and scheduling tools to develop project estimate and schedule for funding authorization requests (AFD/AFE).
Develop funding requests (AFD / AFE) using good communication skills and engaging appropriate Refinery work groups in developing the funding package.
Obtain engineering resources for the project using an established work process for Small Projects.
Ensure the project objectives are met with respect to safety, environmental, quality, reliability, cost and schedule
Identify and implement innovation and trends into the project plan to reduce cost and schedule.
Develop bid packages and participate in Small Projects contracting strategies.
Coordinate project work with internal customers, as well as outside engineering/construction contractors.
Update reports to support Refinery business communications regarding project status, cost and schedule.
Conduct and document project progress meetings (technical, safety, and status) and provide direction for making decisions as issues arise to accomplish all project objectives.
Evaluate and recommend approval / dis-approval of field change and scope change requests.
Work closely with Operations to assure project is successfully commissioned and started up.
Develop project engineering skills to support assignments.
BS in Engineering
Proficient with Microsoft Outlook, Word, Excel, and PowerPoint
8-10+ or more years of refining or related industry experience
Familiarity with MS Project and SAP
Mechanical Engineering back round
Background in Fire water systems, Process sewers, Storm sewers , domestic water and Infrastructure
