Description/Comment: TRAINING POSITION WITH DEVELOPMENTAL ASSIGNMENTS MADE TO FAMILIARIZE THE INCUMBENT WITH A BROAD RANGE OF WATERSHED OPERATIONS TEAMS FUNCTIONS. WITH INCREASING EXPERIENCE, THE INCUMBENT DUTIES WILL EXPAND TO ENCOMPASS GREATER RESPONSIBILITY IN THE RESOURCE STEWARDSHIP PROCESS AREAS. DUTIES INCLUDE, BUT ARE NOT LIMITED TO, THE FOLLOWING: ASSIST IN DEVELOPING, REVIEWING, AND UPDATING LONG-RANGE WATERSHED-BASED STRATEGIES FOR PROTECTING AND IMPROVING THE QUALITY OF WATER RESOURCES. ASSIST IN ESTABLISHING PARTNERSHIPS WITH A DIVERSE ARRAY OF INDIVIDUALS, GROUPS, AND AGENCIES TO SOLVE WATER QUALITY AND LAND USE ISSUES. ASSIST WITH PUBLIC MEETINGS AND COALITION BUILDING. ASSIST WITH LAND USE REQUESTS AND REVIEW AND ASSIST WITH PROCESSING APPLICATIONS FOR SECTION 26A APPROVALS IN ACCORDANCE WITH ESTABLISHED PROCEDURES AND GUIDELINES. ASSIST IN WATER QUALITY IMPROVEMENT IMPLEMENTATION INITIATIVES AND PROVIDE TECHNICAL SUPPORT TO WATERSHED COALITIONS. EVALUATE SHORELINE MANAGEMENT REQUESTS SEEKING ALIGNMENT WITH WATERSHED IMPROVEMENT AND CULTURAL PROTECTION GOALS. SUPPORT IMPLEMENTATION OF SHORELINE IMPROVEMENT PROJECTS, RESOURCE MANAGEMENT AND RECREATIONAL PROJECTS AS OUTLINED IN PERFORMANCE PLANS.
Education and Experience/Certificates, Licenses, and Registration Requirements/Other Requirements
Bachelors degree from an accredited college or university in environmental science, aquatic ecology, limnology, natural resource management, or closely related field or equivalent experience. Advanced degree desired. Start Time: 8:00 AM
Hours: 8:00am to 5:00pm Location: KNOXVILLE KNX TVA/KNOXVILLE, KNOXVILLE TN 37902-1401, LENOIR CITY and LENOIR CITY TN
Education: Assignment Description & Scope of Incumbent Duties: Collect, compile and document floating cabin structures and owners by implementing a registration process. Update the existing field inventory of floating cabins on reservoirs by doing measurements, photos, files research, and data entry. Communicate with external stakeholders, structure owners, and marina operators to explain floating cabin policies, rule amendments, environmental/safety standards, and requirements for compliance. Assist with public stakeholder meetings and partnership building. Assist with processing 26a permit applications and permit transfers in accordance with established regulations and guidelines. Determine if floating cabins originally permitted before 1978 (nonnavigable houseboats) are in compliance with permit records on file. Perform compliance inspections and resolve any violations and encroachments. Assist with processing requests for use of TVA land and issuance of land use agreements. Travel by vehicle and boat to work sites and stay overnight in local hotels as needed. Qualifications: Bachelors degree from an accredited college or university required. Degrees in Management, Business Administration, Organization, Natural Resources Management, Recreation, Real Estate, Engineering, Criminal Justice, and related fields are desirable. Incumbent must have strong communication and interpersonal skills necessary to represent through ongoing interaction with floating cabin owners, marina operators, local, state and federal agencies, and the general public. Incumbent should have good computer skills and be proficient with current software packages for word processing, spread sheets, and data base development. Use of ArcGIS is desirable. Must be able to work outdoors from a boat in variable weather conditions, and qualified to safely operate towing vehicles, work boats, and trailers. Must be able to frequently cross from boat to floating cabins and back and enter and exit boats. Position will require overnight travel and working differing work schedules (10 hour days) at various times of the year
