This position is for E2’s Natural Gas Utility Client in San Diego. Project management Office (PMO) Manager will work on the behalf of the client to oversee the successful execution of projects under the program per company standard’s and will be responsible for upholding the processes and procedures throughout the entire process of each project’s development and execution. Candidate will take ownership of the resulting quality of each project.

Project Management Office (PMO) provides full support to the Program/Project Managers in their role of Program/Project Delivery. PMO provides project schedules, cost and finance information to aid the Program/Project control, and monitoring. PMO aims to industrialize the process of piloting projects; implements and manages effective tools and methodologies; defines and develops steering indicators; and monitors operational project planning management, budget control, reporting, and risk monitoring.

Duties and Responsibilities

Leads a team of professionals on a highly visible and complex portfolio of programs across the enterprise to increase the probability that projects deliver per requirements on schedule and within budget.

Manages the development implementation of the PMO strategy and institutionalize the project life cycle methodology.

Facilitate Project Planning by prioritizing tasks, set deadlines and assign staff to various deliverables

Defines and manages the governance processes to plan, prioritize track, and align work efforts across all projects and initiatives.

Analyze Financial Information as it pertains to each project and roll-up information by program and portfolio. This includes the proper distribution and allocation of resources, implementation of budgets and the quantification of monetary risk and impact.

Provide budget outlines and financial reports to executives

Implement and administer project management tools and methodologies to promote and ensure the quality of project deliverables.

Ensure establishment of a project management policies and procedures and/or improve pre-existing processes, continually reevaluate whether each project is meeting the applicable standards and engage in problem solving with other Managers and personnel.

ensure that all processes related to a project’s completion are carried out in the most efficient and effective manner while simultaneously upholding a given set of standards.

Ensure that all development and execution needs are thoroughly documented. This may involve reviewing and aiding in the writing of documents relating to a project’s scope, budget resources and justification.

Establishes project portfolio status and communication reporting standards, metrics, and calculation and oversee reporting out to executive leaders and key stakeholder groups.

Provide operational monitoring of projects and programs under the PMO.

Assist team with all aspects of the project (logistics, management planning, financial and risk management, etc).

Identifies and confirms internal/external partners and resources to ensure successful project completion.

Facilitates lessons learned and retrospective discussions.

Manages the project intake and approval process.

Conducts needs assessment, planning, implementation, evaluation and sustainment of change to meet business objectives. Recommends prioritization of improvement projects to meet business objectives, enhance the member experience, consolidate efforts, and maximize use of resources.

Manages special projects upon request.
Minimum Requirements:

•B.S. Degree in Business, Project Management, or related area is required.
•A Project Management Professional (PMP) Certification is required.
•A Program Management Professional (PgMP) is preferred.
•7-10 years of directly related experience in project and portfolio management
•3 years of managing employees (or team leadership)
•Experience and familiarity working with Portfolio and Resource management.
•Experience managing multiple concurrent projects and an enterprise portfolio as large as $100 million dollars in budgetary size and scope.
•Should be proficient in Change Management, Risk Management, Project Financials, KPI & Reporting & Project Planning & Controlling
