Job Description
Provide specialized technical consulting in support of our Client’s bidding effort for a Combined Cycle Power Plant in Mexico. Scope covers pre-commissioning, commissioning, and start-up planning with emphasis on CENACE and CFE regulatory and operational requirements. The advisor will work embedded within the Client’s project team under a hybrid arrangement.
Roles and Responsibilities:
Review Bidding Documents, Contract, and RAM with focus on pre-commissioning, commissioning, and start-up activities.
Develop program, strategy, and testing sequence for pre-commissioning, commissioning, and start-up through COD.
Identify and analyze CFE and CENACE requirements for testing procedures, system habilitation, and technical documentation.
Estimate resources, support activities, and subcontractors required for commissioning execution.
Prepare schedules and cost estimates for testing and commissioning activities.
Participate in coordination and technical meetings with Client project team and stakeholders.
Generate deliverables related to testing scope definition with CFE.
Advise on commissioning methodology, sequencing, and risk mitigation for CCPP systems.
Interface with OEM vendors (GT, ST, HRSG, BOP) on commissioning requirements and testing protocols.
Support the development of the commissioning organization structure and staffing plan for the execution phase.
Required Qualifications:
Minimum 15 years of direct experience in commissioning and start-up of combined cycle power plants.
Demonstrated expertise in pre-commissioning, commissioning, and start-up planning through COD.
Strong working knowledge of CENACE grid interconnection and CFE habilitation/testing protocols.
Experience with GT, ST, HRSG, and BOP commissioning on utility-scale combined cycle projects.
Proven ability to develop commissioning strategies, testing sequences, resource plans, and cost estimates for large EPC bids.
Excellent written and verbal communication in English; fluent Spanish required.
Willingness to work on-site in Mexico under a 4x1 hybrid schedule for the engagement duration.
Desired Characteristics:
Prior experience supporting EPC bid development or proposal-phase commissioning planning.
Familiarity with Mexican regulatory environment for power generation (CRE, CENACE, CFE).
Experience on Tier 1 EPC contractor projects in Latin America.
Knowledge of GE, Siemens, or Mitsubishi GT and HRSG commissioning procedures.
Strong interpersonal and leadership skills in a multicultural project environment.
Experience with combined cycle performance testing and provisional/final acceptance protocols.
